This is the important content mentioned in Circular 30/2013/TT-BCT stipulating the conditions and procedures for suspension and reduction of electricity supply.
According to Article 12 Circular 30/2013/TT-BCT, in the following cases of power outages or reductions, an urgent report must be made immediately:

- In the event of a serious incident leading to the need for an emergency widespread power interruption or reduction in the national power system, Vietnam Electricity Group is responsible for reporting to the Ministry of Industry and Trade, the Electricity Regulatory Authority by electronic mail (Email) or fax immediately after the incident occurs and in writing within 24 hours from the time the incident occurs.- When it is necessary to carry out an emergency reduction or interruption of power supply due to an incident in the transmission grid of 220kV or higher, or incidents at important 110kV substations affecting regional power supply, Vietnam Electricity Group, Electricity Corporations, and Provincial Power Companies are responsible for reporting to the Electricity Regulatory Authority and the Departments of Industry and Trade in the affected provinces via electronic mail (Email) or fax immediately after the incident occurs and in writing within 24 hours from the time the incident occurs.
Additionally, the electricity seller is responsible for reporting the implementation of power interruption or reduction when requested by the Electricity Regulatory Authority or the local Department of Industry and Trade.
