Cases of Exemption from Residence Registration Fees and Issuance of Identity Cards

Recently, the Ministry of Public Security issued Circular 06/2008/TT-BCA-C11 providing guidance on residence registration fees and the issuance of personal identification cards.

Circular 06/2008/TT-BCA-C11 stipulates cases of no fees for residence registration and ID card issuance as follows:

Cases of No Fees for Residence Registration Include:

- Parents, spouse, children under 18 years old of martyrs; war invalids, children under 18 years old of war invalids; Vietnamese heroic mothers;- Households under the hunger eradication and poverty reduction policy; citizens belonging to highland commune and commune-level towns as per regulations of the Committee for Ethnic Minority Affairs.

Cases of No Fees for ID Card Issuance Include:

- Parents, spouse, children under 18 years old of martyrs; war invalids, children under 18 years old of war invalids;- Citizens belonging to highland commune and commune-level towns as per regulations of the Committee for Ethnic Minority Affairs.

Documents Proving Eligibility for No Fees for Residence Registration and ID Card Issuance Are as Follows:

- For cases specified in point a clause 1 and point a clause 2 of Section II, when completing residence registration and ID card issuance procedures, the applicant must present the original (with photocopy attached) proof of being eligible for one of the mentioned cases. The fee collecting agency must immediately return the original document to the applicant after comparing it with the photocopy; if these documents are not available, they must obtain confirmation from the People’s Committee of the commune, ward, or commune-level town that they are eligible for one of these cases.- For cases of no fees due to citizens belonging to highland commune and commune-level towns specified in point b clause 1 and point b clause 2 of Section II, the fee collecting agency will base on the list of highland commune and commune-level towns as per regulations of the Committee for Ethnic Minority Affairs to identify the eligible subjects and shall not require the citizen to present or get confirmation of the list or confirmation of highland commune or commune-level towns. For cases of no fees due to households under the hunger eradication and poverty reduction policy specified in point b clause 1 of Section II, confirmation from the People’s Committee of the commune, ward, or commune-level town stating that they fall under this category is required.
