Regarding this issue, LawNet would like to answer as follows:

On February 2, 2024, the Prime Minister of Vietnam issued Decision 142/QD-TTg approving the National Data Strategy until 2030 in Vietnam.

Specifically, the goals by 2030 for developing data to serve the digital economy and digital society in Vietnam include:

- Building and completing 100% of agricultural data sets, including: data on land, crops, livestock, and seafood, for agricultural production areas across the country to serve agricultural production activities; Form data on the entire chain of production, business, processing, management, and monitoring of the origin and supply of important agricultural products, ensuring the provision of transparent, accurate information, and promoting the development of e-commerce. 100% traceability and origin data are provided for OCOP products (under the "One Commune, One Product" program for each commune) posted for sale on e-commerce trading floors.

- Constructing and completing 100% of the industry, trade, and energy sector datasets, including: data on national production, transmission, and consumption of electricity to serve the optimal operation of the electricity system; modernization of the control, operation, communication, and automation systems to serve the regulation of the domestic power grid and regional interconnectivity; Data in the field of industrial production, network, and supply chain for basic manufacturing activities from raw materials to finished products for commerce.

Data on logistics, transportation, and warehouse centers; Data on commercial markets, consumer behavior, and advertising needs of brands in the Vietnamese market to optimize the production and consumption processes of production units, build effective distribution channels, closely monitor market demand,...

- 90% of cultural heritages, national monuments, and special national monuments are digitized, fully stored with data and form digital libraries, digital heritage, and have a digital presence on the network environment so that all citizens and tourists can access, search for, and learn conveniently in the digital environment; 100% of domestic landscapes and tourist attractions have completed digitization, storing and sharing information widely, combined with building synchronous tourism digital platforms to promote and develop Vietnamese tourism, making tourism truly a key economic sector with sustainable development.

- Completing 100% database on social insurance for employees. Standardized data on electronic labor books, integrated with data on lifelong learning and vocational training (including training at school and training and accumulating work experience at agencies, organizations, and businesses), is deployed and completed for 100% of workers paying social insurance.

- 100% open data sets on the workforce, labor market, labor recruitment needs, and corresponding qualifications and skills requirements are provided to ensure accurate and timely updates as a basis for implementing solutions to forecast demand and fluctuations in labor and employment; Workers can access data about society's labor and employment needs and are automatically provided with suggestions on suitable job listings when unemployed.

- The repository of educational materials, teaching resources, and study materials in the field of education is digitized and integrated with online educational teaching and learning platforms to effectively support 100% of learners and educators participating in online activities. It meets the requirements for learning materials for the entire general education system and at least 40% of the training programs at the higher education level.

- 100% of monitoring and automatic waste discharge data from industrial zones and environmental pollution hotspots is guaranteed to meet the connectivity requirements to the centralized monitoring center of the Ministry of Natural Resources and Environment in real-time. This serves the analysis and provides alerts in case of environmental incidents.

- 100% of data on public transportation infrastructure and vehicles, as well as data on warehouses, yards, and logistics centers, are digitized and regularly updated to effectively address the challenges and obstacles in the transportation sector. It meets the needs of constructing supply chain management for transportation, delivery, warehousing, and logistics.

- 95% of healthcare data is developed and organized in accordance with the management decentralization direction from the central to local levels for the development and improvement of the national healthcare database and specialized healthcare databases.

- Developing the data market; complete piloting and testing of 05 data exchanges to create a supervised data trading and exchange environment to ensure safety and compliance with the law; develop data services (aggregate, analyze, label data, etc.) to create more job opportunities for people, especially people in difficult circumstances and people with disabilities; and export knowledge of Vietnamese workers abroad based on new jobs with data.
