"By 2025, 100% of communes, wards, and towns will have electronic information pages at the commune-level People's Committee" is the content specified in Decision 490/QD-BTTTT dated March 30, 2023.

The Ministry of Information and Communications issued Decision 490/QD-BTTTT dated March 30, 2023, promulgating the 2023 Action Plan to implement the Basic Information Sector Development Strategy for the period 2021–2025.

The Ministry of Information and Communications has set strategic targets for developing the field of basic information until 2025, as follows:

By 2025, 100% of communes, wards, and towns will have websites at the commune-level People's Committee in Vietnam

Specifically, in Section II of the Plan issued together with Decision 490/QD-BTTTT, the Ministry of Information and Communications has set strategic targets for developing the information field at the commune level until 2025 as follows:

- 100% of communes, wards, and towns have radio systems operating in villages, hamlets, residential groups, and residential areas.

- 70% conversion of wired/wireless FM radio stations to radio stations applying information technology - telecommunications.

- 100% of wards and towns have websites at the commune-level People's Committee.

- 100% of communes have websites at the commune-level People's Committee

- 100% of wards and towns have public electronic bulletin boards

- 70% of communes have public electronic bulletin boards;

In addition to the targets set at the commune level, the Ministry of Information and Communications also mentioned the development of the information field at the district, provincial, and central levels, with targets set for each year as follows:

Purposes and requirements in developing the field of basic information in the period 2021 - 2025

In order to ensure the implementation of basic information development in the 2021 - 2025 period, the Ministry of Information and Communications requires relevant agencies and units to ensure the following purposes and requirements:

* Purpose:

Clearly identify goals and tasks that need to be focused on implementation in 2023 according to Decision 1381/QD-BTTTT dated September 7, 2021

of the Minister of Information and Communications promulgating the Strategy for developing the basic information sector for the period 2021 - 2025.

- Organize and implement the tasks stated in the plan to promote strong digital transformation and develop a modern basic information network in 2023 and the period 2023 - 2025,

to meet the requirements of providing and promptly disseminating essential information to the people; Effectively serve the direction and administration of grassroots authorities.

* Request:

- Identify key tasks, key points, and implementation roadmap; Focus resources on implementation, ensuring feasibility and effectiveness.

- Assign responsibilities to perform according to functions and tasks; Ensure close, effective and timely coordination between central and local agencies and units in implementing tasks.

What is a website?

According to Clause 21, Article 3 of Decree 72/2013/ND-CP, a website is a system of information used for establishing one or multiple pages of information that are displayed in the form of symbols, digits, text, video, audio, and other forms of information serving the provision and use of information on the Internet.

Decision 490/QD-BTTTT takes effect from the date of signing.
