Recently, the Ministry of Finance has issued Circular 35/2008/TT-BTC guiding Decision 289/QD-TTg on policies to support ethnic minorities, policy households, poor households, near-poor households, and fishermen.

Circular 35/2008/TT-BTC stipulates the funding allocation to support fishermen in seafood exploitation as follows:
- The Ministry of Finance shall implement targeted supplements for the local budgets.- Based on the expenditure estimates for support approved by the Prime Minister of the Government of Vietnam and the portion of the local budget that must be ensured; the Department of Finance shall take charge and cooperate with the Department of Agriculture and Rural Development to develop a funding allocation plan to implement the policy for each district, reporting to the provincial People's Committee to submit to the provincial People's Council for decision. Based on the spending estimate to support fishermen as decided by the provincial People's Council, the provincial People's Committee assigns the expenditure estimates to support fishermen for each district along with the annual budget estimates.- Based on the expenditure estimates to support fishermen as assigned by the provincial People's Committee, the district Department of Finance shall cooperate with the district Department of Agriculture and Rural Development to develop a funding allocation plan, reporting to the district People's Committee to submit to the district People's Council for decision. Based on the spending estimates decided by the district People's Council and the list of fishermen households to be supported provided by the district Department of Agriculture and Rural Development, the district People's Committee decides on the list and level of support for fishermen, crew members, and sends it to relevant agencies.- In case the support funding for fishermen is not fully used at the end of the year (if any), it shall be carried forward to the next year for continued support, and localities are not allowed to use it for other purposes. In case of funding shortages during the year, localities shall proactively advance funds to pay fishermen, and the Central Budget (for localities receiving Central Budget support) will provide additional funds in the budget estimate for the following year.
