Before the 17th Day of the Current Month, Distribution of Next Month's Electricity Output Must Be Implemented

On September 07, 2011, the Ministry of Industry and Trade issued Circular 34/2011/TT-BCT stipulating the formulation and implementation of the electricity supply plan when the national power system lacks electricity sources.

Article 13 of Circular 34/2011/TT-BCT stipulates the local electricity supply plan for the next month as follows:

  1. In the case of a national electricity shortage next month, before the 17th of the current month, based on the approved national electricity allocation plan for the next month as per Article 12 of Circular 34/2011/TT-BCT, the Northern, Central, and Southern Power Corporations must allocate the electricity output for each week of the next month to the provincial power companies under them according to the method stipulated in Article 6 of Circular 34/2011/TT-BCT, publish on the unit's electronic information page, and simultaneously report to Vietnam Electricity and the Electricity Regulatory Authority for monitoring and supervision.

  2. Before the 19th of each month, in the case of a national electricity shortage next month, based on the approved local annual electricity supply plan as per Article 11 of Circular 34/2011/TT-BCT and the electricity allotted by the regional power corporation for the next month, the provincial power companies are responsible for creating the local electricity supply plan for the next month and submitting it to the provincial People's Committee for approval.

  3. Before the 19th of each month, in the case of a national electricity shortage next month, based on the approved local annual electricity supply plan as per Article 11 of Circular 34/2011/TT-BCT and the approved national electricity allocation plan for the next month, Hanoi Power Corporation and Ho Chi Minh City Power Corporation are responsible for creating the local electricity supply plan for the next month and submitting it to the municipal People's Committee for approval.

  4. The local electricity supply plan for the next month is drawn up according to the principles stipulated in Article 9 of this Circular and must include the following contents:

- A list of critical customers who are not subject to restrictions in the event of a shortage as stipulated in Decision No. 39/2005/QD (if any changes);- Electricity allocation for the various electrical loads and major customers of distributed electricity and distribution and retail units;- Methods of regulating and reducing electricity for the various electrical loads and major electricity consumers.

  1. The Department of Industry and Trade is responsible for advising the provincial People's Committee to approve and announce the local electricity supply plan for the next month before the 22nd of the current month.
