Assisting Drug Addicts in Rehabilitation is the Responsibility of the Entire Community

In order to actively promote the role of society in helping drug addicts reintegrate into the community, Draft 2nd instance of the Law on Drug Prevention and Control has provided detailed regulations on this issue.

Article 30 Draft Law on Drug Prevention and Control stipulates:

- Drug addicts have the responsibility to:

- Self-report their drug addiction to their workplace organizations or the commune-level People's Committee (hereinafter referred to as commune-level) of their residence and self-register for the form of drug detoxification;- Strictly comply with the regulations on drug detoxification.

- The families of drug addicts have the responsibility to:

- Report to the commune-level People's Committee about the drug addicts in their family and register a form of detoxification for them;- Encourage, support, and manage the drug addicts' detoxification at the detoxification facility, at home, and in the community under the guidance and supervision of medical staff and the commune-level People's Committee;- Monitor, supervise, prevent, and stop the addicts from illegally using drugs or engaging in behaviors that cause social disorder and insecurity;- Support competent authorities in taking drug addicts to detoxification facilities and contribute the detoxification costs in accordance with the law.

- The commune-level People's Committee is responsible for organizing the reporting and registration of drug addiction and forms of detoxification for drug addicts and their families.

According to statistics, as of December 2019, the country had 235,314 managed drug addicts. Helping hundreds of thousands of addicts reintegrate into the community has never been easy; it requires joint efforts from families, local authorities, the community, and most importantly, the addicts themselves with a determined willpower.
