Assessment of the Quality of Public Non-Business Services in Resource and Environment Monitoring

The Ministry of Natural Resources and Environment has issued Circular 28/2017/TT-BTNMT specifying regulations on the assessment of public service quality in resource and environmental monitoring.

Circular 28 stipulates the evaluation of the quality of public service activities in the monitoring of natural resources and the environment using a scoring method. The evaluation scale is 100 points. The evaluation scale is specifically determined for each criterion and indicator.

The quality of public service activities is assessed according to 04 levels:

- Good when the total score is 80 points or more, in which the total score of each criterion must be greater than 70% of the criterion's maximum score;- Fair when the total score is from 60 points to under 80 points, in which the total score of each criterion must be greater than 60% of the criterion's maximum score;- Satisfactory when the total score is from 50 points to under 60 points, in which the total score of the criteria in Article 8 and Article 14 must be greater than 50% of the criterion's maximum score;- Unsatisfactory when the total score is less than 50 points.
