Recently, the Prime Minister of the Government of Vietnam approved the program for applying achievements of fourth industrial revolution in ensuring national power security in Vietnam until 2030

On August 26, 2024, the Prime Minister of the Government of Vietnam issued Decision 914/QD-TTg on the approval of the Program for applying the achievements of the Fourth Industrial Revolution in ensuring national power security until 2030.

Decision 914/QD-TTg clearly outlines four fundamental tasks and solutions for applying the achievements of the Fourth Industrial Revolution (fourth industrial revolution) in ensuring national power security in Vietnam until 2030 as follows:

(1) Ensuring energy security

Implement solutions to ensure national power security as stipulated in Resolution 55-NQ/TW of 2020; Decision 500/QD-TTg of 2023; Decision 893/QD-TTg of 2023, coupled with the application of fourth industrial revolution innovations towards transitioning to a low-carbon economy, circular economy, minimizing energy consumption, reducing emissions, implementing a green growth trajectory, aiming for carbon neutrality by 2050.

(2) Science and technology

- Establish and manage the operation of smart production and digital systems: machinery, equipment, sensors, robots, data (from production and business activities as well as from suppliers and customers), and human resources interconnected via the internet. This enables intelligent and efficient production processes, optimizes all activities, minimizes human intervention, ensures high reliability, and maintains transparency in the production process from the initial stage to the final stage, from the factory to the supply chain, distribution process, and user experience.

- Direct the application of digital transformation models in enterprises with the goal of building energy enterprises that have essentially completed digital transformation. Transform most business activities of energy enterprises on a digital platform, leveraging the power of digital technology and digital data to increase operational efficiency, enhance production and business efficiency, and elevate labor productivity in energy enterprises.

- Review regulations and procedures in enterprise activities to consider revising and issuing new ones suitable for digital transformation and the application of fourth industrial revolution achievements.

- Standardize and synchronize corporate operational processes to serve as a basis for uniform digital transformation throughout all units within the enterprise.

- Develop a flexible IT infrastructure and digital ecosystem platform, maximizing the exploitation of shared services and data to rapidly build and deploy digital transformation programs within enterprises.

- Enterprises proactively establish centralized data centers based on cloud computing, ensuring seamless online connectivity with the systems of different units within their enterprise.

- Research new digital technologies and apply them in practice, upgrading existing shared systems to be compatible with new technology platforms, ensuring flexible integration and information sharing, and assisting workers to work more efficiently.

- Promote the application of scientific and technological achievements. Invest adequately and focusedly in scientific and technical tasks serving the comprehensive development policy planning in the energy sector to ensure national power security as per Resolution 55-NQ/TW of 2020.

Focus on the application, development of technology to serve the production of products with high applicability, high value-added, and competitiveness, environmentally friendly, linking scientific and technological development tasks with the development tasks of the energy sector.

(3) Training and developing human resources

- Maintain and develop a high-quality scientific and technological workforce with appropriate expertise and specialization structures to align with the development orientation of the enterprise's production and business fields.

- Enhance scientific research capabilities to improve training quality and promote technology transfer to production and business facilities within the energy sector.

- Innovate management methods and administration of training institutions in a modern direction and vigorously apply fourth industrial revolution achievements.

(4) Mechanisms, policies, and financial investment

- Develop mechanisms and policies to encourage and support the development of the energy industry, mastering fourth industrial revolution technologies. Perfect the legal framework, promote and foster the deployment of digital transformation models in energy sector enterprises. Perfect the State's production ordering policy to encourage domestic enterprises to undertake complex, high-tech projects in the energy sector that meet international quality standards.

- Perfect legal regulations, mechanisms, and policies to enhance the capability of rational, effective, flexible energy reserves... based on improved forecasting efficiency, proactively securing financial reserves and infrastructure for energy storage/reserve tasks. Research and apply scientific and technological solutions to improve efficiency and scale of energy and electricity storage...

- Consider policies to support energy sector enterprises to access State credit loans and other capital sources to research and apply effective new scientific and technological solutions, and implement energy projects that meet fourth industrial revolution requirements.
