Allowance Regime for Second-Class Reserve Soldiers During Concentration Period

Decree 14/2016/ND-CP has been signed and promulgated by the Government of Vietnam regulating the specific professions and trades suitable for the People's Army requirements for female citizens of draft age; citizens eligible for exemption from conscription during wartime, and the training of second-class reserve soldiers.

According to the provisions of Decree 14/2016/ND-CP, second-class reserve soldiers during training periods will be entitled to the following allowance policies:

- Second-class reserve soldiers who are receiving a salary from the state budget will be paid their full salary and various allowances, benefits, travel allowances, and travel expenses by their workplace during the training period;- Second-class reserve soldiers from other categories will be provided an allowance by the military training unit equivalent to the first two years' rank allowance of active-duty non-commissioned officers and soldiers of the same rank. For second-class reserve soldiers without a rank, they will receive an allowance according to the rank of a private;- The duration for allowance calculation is as follows: If the training period ranges from 05 to 15 days, they will receive 1/2 month's allowance; if the training period ranges from 16 to 31 days, they will receive one month's allowance; if the training period exceeds 31 days, the allowance will continue to be provided as initially stipulated; they will also be provided with travel expenses and travel allowances similarly to active-duty non-commissioned officers and soldiers.
