Recently, the Ministry of Home Affairs issued Circular 17/2014/TT-BNV providing guidance on identifying agencies and organizations required to submit documents to historical archives at various levels, effective from February 1, 2015.

Circular 17/2014/TT-BNV provides guidance on identifying agencies and organizations that are required to submit documents to the National Archives Centers, including:
The National Assembly and its agencies;
Ministries, ministerial-level agencies, and agencies under the Government of Vietnam;
The Office of the President;
The Supreme People's Court;
The Supreme People's Procuracy;
Organizations under or affiliated with ministries, ministerial-level agencies with state management functions in sectors, specialized fields (General Departments, Departments, Boards, Committees);
Public service providers under ministries, ministerial-level agencies, and agencies under the Government of Vietnam established by decision of the Prime Minister of the Government of Vietnam, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government of Vietnam;
State-owned economic groups, State general corporations established by decision of the Prime Minister of the Government of Vietnam, Ministers, Heads of ministerial-level agencies;
Central agencies of socio-political-professional organizations, socio-organizational organizations, socio-professional organizations operating with state budget funds.
