Ministry of Construction of Vietnam issues Regulation on drafting and promulgating legislative documents

The "Regulations on drafting and promulgating legislative documents under the state management function of the Ministry of Construction" is issued together with this Decision.

These Regulations stipulate the order, procedures, and responsibilities in the construction and promulgation of legislative documents that the Ministry of Construction presides over drafting and promulgating under its authority or submits to the competent authority for promulgation.

Certain provisions in these Regulations are referenced and implemented according to related documents. In cases where the documents referenced in these Regulations are replaced or amended, the implementation will follow the replacing or amended documents.

Legislative documents issued by the Minister of Construction or submitted to competent authorities for promulgation as stipulated in these Regulations include:

- Laws and resolutions of the National Assembly; ordinances and resolutions of the Standing Committee of the National Assembly; joint resolutions between the Standing Committee of the National Assembly, the Government of Vietnam, and the Presidium of the Central Committee of the Vietnam Fatherland Front; joint resolutions between the Government of Vietnam and the Presidium of the Central Committee of the Vietnam Fatherland Front; orders and decisions of the President (assigned by the Government of Vietnam and the Prime Minister to preside over drafting);

- Decrees of the Government of Vietnam;

- Decisions of the Prime Minister of the Government of Vietnam;

- Circulars of the Minister of Construction; joint circulars between the Minister of Construction and the Chief Justice of the Supreme People's Court, the Head of the Supreme People's Procuracy, and the General Auditor of the State.

These Regulations apply to Departments, Bureaus, Institutes, the Office of the Ministry, the Inspectorate of the Ministry, and organizations and individuals involved in drafting, commenting on, appraising, and promulgating legislative documents.
