This is the notable content in Circular 30/2013/TT-BCT stipulating the conditions and procedures for suspension and reduction in electricity supply.
When one of the cases stipulated in Article 6 of Circular 30/2013/TT-BCT occurs, the electricity seller has the right to urgently stop or reduce the electricity supply level, then perform the following tasks:

- Determine the cause, range of impact, and the estimated time to resume electricity supply.- Notify the electricity buyer according to the notification method agreed upon by both parties in the electricity purchase contract, including details on the cause, range of impact, and estimated time to resume electricity supply within 24 hours from the time of implementing the urgent stop or reduction in electricity supply.- The electricity seller must record the time, cause, and procedure of the urgent stop or reduction in electricity supply in the work logbook or the operation logbook.- In case of stopping or reducing electricity supply due to a shortage of power in the system, leading to a threat to the safety of the electrical system, the electricity seller must ensure the correct reduction of the load capacity as calculated and allocated according to the regulations on the formulation and implementation of the electricity supply plan when the national power system lacks power sources.- Coordinate with relevant parties to promptly rectify the causes leading to the urgent stop or reduction in electricity supply to resume electricity in the shortest possible time.
