100% of class I or higher medical facilities to conduct medical examinations without physical records in Vietnam

On April 5, 2023, the Ministry of Health of Vietnam issued Decision 1710/QD-BYT, in which, 100% of medical examination and treatment establishments of class I and above will conduct medical examination without paper.

The Ministry of Health of Vietnam issued Decision 1710/QD-BYT dated April 5, 2023, promulgating the Action Plan of the Ministry of Health to implement Resolution 157-NQ/BCSD dated February 3, 2023, of the Party Personnel Committee of the Ministry of Health on digital transformation to 2025, with a vision to 2030.

100% of class I or higher medical facilities to conduct medical examinations without physical records in Vietnam

According to Decision 1710/QD-BYT, to promote the implementation of remote medical examination and treatment consultation; every hospital and public health center deploys electronic medical records, non-cash payment of hospital fees, and electronic prescriptions; Publicizing drug prices, medical equipment prices, and medical examination and treatment prices, the Ministry of Health has set targets in the Annual Plan as follows:

100% of medical examination and treatment establishments of class I and above implement paperless medical examination, in which electronic medical records must meet the requirements of not using paper medical records.

In addition, for the development of digital government, digital economy, and digital society, the Ministry of Health has set out each specific task as follows:

- Completing the implementation of level 4 public services of the Ministry of Health on mobile versions with integrated Smart CA digital signature authentication and connection to the national population database

- Implementing and completing IT applications in management and administration; implementing administrative reform; digitizing paperwork; and applying electronic authentication and electronic transactions to meet requirements.

- Building an overall information system to serve the direction, administration, and decision-making needs of the Ministry of Health in the digital environment and connect information to the local authorities; building an information system for supervision, inspection, and inspection in the health sector

- Building a system of entrance exams, exams for promotion of specialists, key specialists, senior specialists, or equivalent

- Promoting and developing medical service providers on digital platforms and in a network environment.

+ Organizing seminars and symposiums on digital transformation in each specialized field of the healthcare industry
for digital-based medical service providers to understand the needs, business processes, system models, etc., thereby offering appropriate and effective digital transformation solutions for each specialized field in healthcare.

+ Creating conditions for medical service providers in the digital environment to experiment and pilot the sandbox model of new digital technologies, new digital transformation solutions for healthcare; step by step standardizing and build a legal corridor for nationwide deployment

- Promulgating regulations on the management of identifiers for medical equipment, supplies, and pharmaceuticals; building a traceability database linked to the international system

To have at least 01 IT staff member with intensive training and a certificate in information security at every hospital in Vietnam

Specifically, the tasks for information safety and network security in the digital transformation up to 2025, with an orientation to 2030, are as follows:

- Implementing training activities, including training on information security and cyber security, for units in the health sector.

+ Organizing intensive training courses on information security for technical staff at hospitals and medical units: Each hospital has at least 01 IT staff member with intensive training and a certificate in information security.

+ Organizing training courses to raise awareness about information safety for health workers: All health workers must be trained and have a good understanding of digital transformation.

Organizing practical combat drills on information security and cyber security for units in the health sector: The content of the rehearsal is close to reality and suitable to the characteristics of the medical industry, especially hospitals.

- Promoting the implementation of network information security monitoring (SOC)

+ Promoting the implementation of network information security monitoring (SOC)

+ Implementing Cyberinformation Security Monitoring Center (SOC) for information systems that the Ministry of Health is the governing body for.

The common achievement target in this task is that 100% of the medical information system is guaranteed information safety and network security according to the approved information security level profile and that the satisfaction of information safety and network security requirements is assessed before putting them into operation, use, and exploitation.
