09 Prohibited Acts for Inmates in Prison

To maintain strict discipline and create a safe, healthy educational environment for the execution of prison sentences by inmates, the Minister of Public Security has issued Circular 17/2020/TT-BCA promulgating the Internal Regulations for inmate detention facilities.

According to Clause 2, Article 1 of Circular 17/2020/TT-BCA, prisoners must strictly comply with the following regulations:

- Escaping, organizing escapes from detention places; opposing, inciting, persuading, luring, coercing other prisoners to oppose, disrupt security and order; not strictly abiding by decisions, orders, requests, instructions from officers; violating regulations on the management, detention, and re-education of prisoners; moving beyond the specified range without permission; obstructing other prisoners from serving their sentences; reporting false information, concealing violations of themselves and other prisoners.- Bringing in, storing, using prohibited items in the place of serving a prison sentence; creating items that could cause insecurity, safety hazards, or danger to oneself and others; keeping animals in the detention facility.- Committing suicide, self-harm, destroying one's body or aiding others to commit suicide, self-harm, destroy their bodies; beating, threatening, dominating, torturing, humiliating others; appropriating or destroying, damaging the property of the detention facility, one's own, or others; contacting visitors or others without permission.- Changing sleeping positions without permission; lending, repairing issued clothes in different styles, erasing marks on clothes; illegally using fire and electricity in cells, workshops, labor, and study areas; unauthorized gatherings, partying, eating; using alcohol, beer, or other stimulants; gambling, organizing gambling, buying, selling, exchanging, borrowing in any form among prisoners or with others; male prisoners shaving their heads (except in medical conditions with the opinion of healthcare officers), growing beards, mustaches.- Forming associations, groups, factions in any form; having attitudes, words, actions lacking culture, causing quarrels, insulting the honor and dignity of others; writing, drawing, hanging, pasting pictures, spitting, littering indiscriminately, or having actions causing public hygiene loss in the detention facility.- Opposing, lazy, avoiding labor, vocational training, studying, and other educational activities; hiring or coercing other prisoners to serve, do their work, or that of another prisoner.- Storing, using types of books, newspapers, documents, films, tapes, discs, electronic storage devices, cultural products with unhealthy content; disseminating culture, ideas with reactionary, depraved content; using holy books, expressing religious faith not in the right place, at the right time as regulated by the detention facility; propagating religion; fortune telling, worshiping, practicing superstitious activities in any form; linking, transmitting, disseminating unauthorized information, images outside or on communication networks; contacting relatives by phone not in accordance with registered content.- Homosexual acts, sexual activities, lewd acts between prisoners or with others (except for marital relations when permitted); tattooing on oneself or others; attaching metallic or other material objects onto oneself or others.- Smoking cigarettes, cigars, electronic cigarettes in cells, clinics, disciplinary rooms, solitary confinement cells, visitor meeting rooms, auditorium, library, study areas, collective activities areas, labor workshops, vocational training areas, places prone to fire, explosion, or areas marked "no fire," "no smoking."
