08 subjects prioritized for receiving in-residence in educational institutions in Vietnam

On June 27, 2011, the Minister of Education and Training issued Circular 27/2011/TT-BGDDT regarding the Regulation on the work of boarding students in educational institutions within the national education system.

According to Article 4 of Circular 27/2011/TT-BGDDT, which stipulates the reception of students into in-residence facilities, in the case where the number of applicants exceeds the capacity of the in-residence area, the order of priority is as follows:

  1. Heroes of the People's Armed Forces, Labor Heroes, wounded soldiers, sick soldiers, persons entitled to policies as wounded soldiers, disabled students.

  2. Children of martyrs, children of wounded soldiers, children of sick soldiers, children of persons entitled to policies as wounded soldiers, children of persons with meritorious services.

  3. Students with permanent residence in highlands, areas with exceptionally difficult socio-economic conditions.

  4. Persons with a father or mother who is an ethnic minority.

  5. Orphaned students who have lost both parents.

  6. Students from poor or near-poor households as regulated by the current State policies.

  7. Female students.

  8. Students actively participating in activities organized by the school, Ho Chi Minh Communist Youth Union, Student Union, in-residence area, or social organizations.

The residence area for students is regulated as follows:

- The in-residence area is a place for students to temporarily reside while studying at school, managed by the school.

- The in-residence area must have a name sign placed at the main gate, clearly stating the name and full address in Vietnamese.

- The in-residence area must have internal regulations posted in an easily observable place; a duty room, and an office for the Management Board of the in-residence area; facilities for information dissemination and propaganda broadcasting to students in the in-residence area.

- The houses, rooms, and common rooms must have nameplates, room numbers, and nameplates for common rooms.

- No superstitious, deviant activities, or religious practices are allowed in any form within the in-residence area.

- There must be an area for keeping students' transportation means, ensuring safety and convenience.

- There must be service types and conditions ensuring the living standards of students in-residence.
