On September 4, 2024, the Prime Minister of the Government of Vietnam issued Directive 31/CT-TTg on strengthening the conditions to ensure the effective implementation of the tasks for the 2024-2025 school year year.

To effectively perform the tasks for the academic year 2024 - 2025 under the guideline: “Students-centered approach; Teachers are the driving force; Schools are the support; Families are the foundation; Society is the base,” the Prime Minister of the Government of Vietnam requires the Ministry of Education and Training of Vietnam, relevant ministries, and agencies, and the People's Committees of provinces and centrally affiliated cities to focus on the following tasks:
(1) Ministry of Education and Training of Vietnam
- Focus on reviewing, amending, supplementing, and completing mechanisms and policies to propose to competent authorities for issuance, and issue under its authority to create a legal framework for further improving the quality of education and training, especially the quality of teachers at all educational and training institutions, both public and non-public.
- Direct and guide local authorities to:
+ Continuously review and rearrange the network of preschool, general, continuous, and special education institutions; reasonably adjust the scale of classes; streamline scattered school points ensuring the most convenience for children, students, and people; suitable for the actual conditions of regions, areas, and local authorities.
+ Strengthen state management responsibility for the selection, supply, and use of textbooks and educational materials of local authorities in accordance with laws, ensuring full, timely supply of textbooks for the new academic year 2024 – 2025; have plans to support textbooks for students under policy beneficiaries, poor households, near-poor households, vulnerable groups, students in difficult family circumstances, and students in ethnic minority areas, mountainous areas, border areas, islands, areas with particularly difficult socio-economic conditions.
+ Increase investment in infrastructure, equipment for digital transformation in education, and training following Directive No. 04/CT-TTg dated February 11, 2024, of the Prime Minister of the Government of Vietnam.
+ Prepare fully and meticulously the conditions for organizing the high school graduation examination according to the 2018 general education program, ensuring quality, safety, seriousness, efficiency, reducing pressure, and creating favorable conditions for students.
- Review and arrange the network of higher education and pedagogy institutions associated with improving quality; promote university autonomy, especially financial autonomy; implement autonomy in a substantive way associated with accountability, transparency, and openness; prepare well for university and pedagogy college admissions in 2025; enhance the attraction of investment resources for higher education; promote the non-profit education model at the university level; enhance the development of science and technology activities, innovation; promote international cooperation. Effectively implement high-quality human resource development projects, especially in semiconductors, artificial intelligence, and cloud computing.
- Directly increase coordination between families, schools, and society in educating children and students, especially in preventing school violence, preventing crime, and social evils among students, ensuring school security and safety.
- Continue to cooperate with the Ministry of Home Affairs and local authorities to review the number of teacher payrolls to propose to the Central government to add quotas for the education sector, especially preschool teachers for the academic year 2024 – 2025 according to Decision 72-QD/TW dated July 18, 2022, of the Politburo; direct, inspect, and urge local authorities in recruiting the teacher payrolls assigned by competent authorities and have suitable, effective solutions to address the shortage of teachers, especially preschool teachers, teachers of new subjects according to the 2018 general education program.
- Strengthen guidance, inspection, and supervision of the implementation of policies and laws in education and training, prevent and strictly handle violations in the field of education and training.
(2) Ministry of Home Affairs presides, in cooperation with the Ministry of Education and Training of Vietnam to inspect, supervise, and urge local authorities to recruit teachers according to the assigned quotas, addressing the surplus and deficit of teachers in educational institutions, ensuring the principle "students must have teachers in class" but suitable to local realities and effective in arrangement.
(3) Ministry of Finance balances the Central budget for educational and training enterprises, especially the funding to support local authorities in implementing schemes to ensure infrastructure for preschool and general education programs for the period 2017 – 2025, ensuring conformity with the law.
