On June 26, 2013, the Ministry of National Defense issued Circular 79/2013/TT-BQP regulating the functions, duties, powers, organizational structure, and work relations of the legal organization and legal officers in the army.

In Article 10 of Circular 79/2013/TT-BQP stipulates 8 tasks and powers in the work of checking and handling legislative documents of the legal organization, legal officers in the Military including:
Summarize and plan the inspection of legislative documents, internal normative documents, and submit them to the Minister; Preside, coordinate and organize the implementation after approval.
Preside, cooperate with relevant agencies and units to assist the Minister in inspecting legislative documents and internal normative documents as regulated.
Preside, cooperate with relevant agencies and units to assist the Minister in developing plans and organizing inter-sectoral inspection teams for the implementation of thematic, geographic or sectoral inspection and handling of legislative documents within the management scope of the Ministry of Defense.
Advise and assist the Minister in handling unlawful documents.
Preside, cooperate with relevant agencies and units to develop and manage the database serving the inspection and handling of legislative documents within the Ministry's jurisdiction.
Preside, cooperate with relevant agencies and units in training inspection and handling of legislative documents for officers engaged in document inspection; organize and manage the team of document inspection collaborators under the Ministry's management authority.
Coordinate and exchange expertise with the Department of Legislative Document Inspection under the Ministry of Justice, legal organizations of Ministries, agencies under the Government of Vietnam.
Prepare semi-annual, annual, or ad-hoc reports on the inspection and handling of legislative documents, submit them to the Minister for consideration and send them to the Ministry of Justice.
