05 Principles for Developing the General Education Program

On June 06, 2017, the Ministry of Education and Training issued Circular 14/2017/TT-BGDDT, promulgating the Regulations on standards, processes for developing and revising general education programs; the organization and operation of the National Council for the appraisal of general education programs.

The construction of the General Education program must be based on the following principles:

- Thoroughly implement the guidelines and viewpoints of the Communist Party and comply with the Constitution and the law; ensure synchronization between the objectives, content, educational methods, and assessment of the educational program.- Ensure continuity and coherence between different educational levels, classes, and subjects.- Ensure the requirements of simplification, practicality, and updates in line with modern educational trends in the world; integrated with programs fostering and enhancing the capacity of the teaching staff and improving the school's infrastructure and educational equipment.- Inherit the strengths of the current program while selectively absorbing experiences from countries with developed education systems; meet the requirements for proactive international integration.- Specify the requirements for the qualities and competencies that students need to achieve after each educational level, mandatory educational content; the Provincial and Municipal People's Committees directly under the Central Government organize the compilation of additional content about the local historical, cultural, and socio-economic characteristics.
