04 Principles for Implementing Rural Projects at Commune Cultural Post Offices

On August 02, 2013, Circular 17/2013/TT-BTTTT was officially signed by the Ministry of Information and Communications, promulgating regulations on the operation of Commune Cultural and Post Offices.

The implementation of programs and projects in rural areas at Commune Cultural Post Offices must comply with the 04 principles stipulated in Article 10 of Circular 17/2013/TT-BTTTT as follows:

- Rural information and communication programs and projects must be prioritized for consideration and evaluation to be implemented at Commune Cultural Post Offices.- Encourage the selection of Commune Cultural Post Offices for organizing the implementation of rural programs and projects by different sectors, levels, organizations, and enterprises.- The organization and implementation of programs and projects at Commune Cultural Post Offices must not affect the provision of public postal services and the reading activities at the Commune Cultural Post Offices.- All incurred costs to ensure the implementation of programs and projects at Commune Cultural Post Offices must be calculated and paid to Vietnam Post Corporation based on agreements between the parties.
