04 Methods for Evaluating Bidding Documents

Circular 05/2018/TT-BKHDT was issued by the Ministry of Planning and Investment on December 10, 2018, listing specifically 04 methods to evaluate bidding dossiers.

Accordingly, the method of evaluating the E-HSDT as stipulated in Circular 05 is as follows:

- In the case where a bidder simultaneously participates in multiple bid packages and is ranked first for this bid package while successfully winning one or more other bid packages, the investor and the bid inviter must clarify the bidder's capability to execute the bid package in terms of technical and financial capacity during the contract negotiation and finalization process.- For the evaluation contents regarding validity (except for the content related to bid security and joint venture agreement), the System automatically evaluates based on the bidder's commitments in the bid application. The bidder is responsible for the accuracy of the committed information. If it is found that the bidder has made dishonest commitments, the bidder will be considered fraudulent and will be processed according to regulations.- For non-consulting service packages, goods procurement, construction, the evaluation contents regarding the history of contract non-fulfillment, financial performance results, average annual revenue, requirements for financial resources, and the bidder's experience in executing similar contracts are automatically evaluated by the System based on the bidder's declarations in the webform. The bidder must be responsible for the accuracy of the declared information. If the bidder does not declare information or declares inaccurate, incomplete information that does not meet the requirements stated in the E-HSMT, the System will evaluate the bidder as not meeting the criteria in this content. For the content regarding similar contracts, if the expert team detects that the System's evaluation of the bidder as "met" is inaccurate, the expert team has the right to re-evaluate to make the evaluation results for this content more accurate.- For financial evaluation, if the bidder does not declare information about goods or does not attach documents regarding personnel in the E-HSDT as a basis for calculating preferences, the bidder will not be entitled to the preferences.
