The government issued Decree 69/2024/ND-CP on 25/06/2024, which regulates electronic identification and authentication.

04 Levels of Authentication for Electronic Identification Account in Vietnam as of July 1, 2024 

Thelevels of authentication for electronic identification account are provided in Article 20 of Decree 69/2024/ND-CP as follows:

The electronic identification and authentication system provides the followinglevels of authentication for electronic identification account:

• Level 01: Authentication of the electronic identification account is performed based on one authentication factor as regulated and corresponding authentication means, which does not include biometric information.

• Level 02: Authentication of the electronic identification account is performed based on two different authentication factors as regulated and corresponding authentication means, which does not include biometric information.

• Level 03: Authentication of the electronic identification account is performed based on two different authentication factors or more as regulated and corresponding authentication means, which includes one biometric information.

• Level 04: Authentication of the electronic identification account is performed based on authentication factors including at least one biometric factor (face photo, fingerprint, voice, iris), at least one factor owned by the electronic identity subject (ID card, digital device, software), and one factor known by the electronic identity subject (password; secret code; 2D barcode).

Note: For other electronic transaction accounts created by agencies, organizations, individuals, the classification and identification should refer to the above regulations to correspond with the respective business operations and processes of that agency, organization, or individual, or according to specialized law regulations and guidance from competent state management agencies in each field.

- Authentication factor is the means of authentication used to confirm accurately the electronic identity subject before accessing, exploiting information in the electronic identification and authentication system.

- Authentication means are various methods that permit users to perform electronic authentication: password, secret code, barcode, terminal device, one-time password device or software, cryptographic device or software, ID card, citizen ID, passport, face photo, fingerprint, voice, iris or other tools, methods used for electronic authentication purposes.

Only Issuing Level-2 Electronic Identification Accounts for Verified Phone Numbers in Vietnam as of July 1, 2024 

According to Clause 2, Article 10 of Decree 69/2024/ND-CP, the procedure for issuing electronic identification accounts for Vietnamese citizens includes the following for Level-02 accounts:

• Citizens visit the commune, ward, township police station, or the ID management agency regardless of place of residence, presenting their valid citizen ID, and carrying out the procedures for issuing a Level-02 electronic identification account;

• Citizens provide complete and accurate information on the Request Form for Issuing an Electronic Identification Account according to form TK01 attached to Decree 69/2024/ND-CP;

They must provide the verified phone number, email address (if any), and other information to be integrated into the electronic ID (if requested) to the receiving officer;

• The receiving officer enters the citizen's information into the electronic identification and authentication system for verification; verifies the face photo, fingerprint of the citizen with the ID data;

• The electronic identification and authentication management agency conducts the inspection and verification of the citizen's information requesting to issue a Level-02 electronic identification account and notifies the registration result through the national identification application, the verified phone number, or the email address;

• Individuals under 14 years old, guardians, or representatives must visit the commune, ward, township police station, or the place for issuing ID cards to carry out the procedure for issuing a Level-02 electronic identification account;

The representative or guardian uses their verified phone number to declare and register for a Level-02 electronic identification account for Vietnamese citizens under 14 years old or those under guardianship or representation.

Note: For citizens who have not been issued a citizen ID or an ID card, the request for an electronic identification account can be done simultaneously with the procedure for issuing an ID card, following the process stipulated in Clauses 1, 2, Article 10 of Decree 69/2024/ND-CP.

Thus, according to the new regulations, from July 1, 2024, citizens performing the procedure for issuing a Level-2 electronic identification account must provide a verified phone number.
