This is a noteworthy content in Circular 31/2012/TT-BKHCN which provides guidance on determining projects, selecting and directly assigning organizations, individuals, and enterprises to implement projects under the program of research, training, and building high-tech technical infrastructure, issued on December 28, 2012.
04 bases for proposing high-tech human resource development projects (illustrative photo)
According to Article 2 of Circular 31/2012/TT-BKHCN, the basis for proposing high-tech development projects, high-tech application projects, high-tech technical infrastructure construction and development projects, and high-tech human resource development projects are specified as follows:
Based on the above bases, organizations and enterprises propose projects. Additionally, the principles for proposing projects and proposing project orders are specifically stipulated as follows:
- Ministries, ministerial-level agencies, agencies attached to the Government of Vietnam, People’s Committees of provinces and centrally-run cities; committees of the Communist Party; socio-political organizations, social organizations, social-professional organizations at the central level; state-owned corporations and general companies (hereinafter collectively referred to as ministries, sectors, and localities) guide, compile and give opinions on project proposals from organizations and enterprises under the management of ministries, sectors, and localities; propose project orders and send them to the Ministry of Science and Technology;- For project proposals from organizations and enterprises not under the management of ministries, sectors, and localities as stipulated in point a of this clause, the Ministry of Science and Technology guides, compiles, and gives opinions on the project proposals. The Ministry of Science and Technology organizes research, discovery, and search for highly feasible projects for proposal;- The Ministry of Science and Technology aggregates project proposals and proposed project orders.
