Recently, Circular 17/2013/TT-BTTTT has been issued by the Minister of Information and Communications regarding the operations of the Commune Cultural Post Office.
According to the provisions of Circular 17/2013/TT-BTTTT, the Commune Cultural Post Office is a service point within the public postal network assigned by the State to the Vietnam Post Corporation to build, maintain, and manage, in order to provide public postal services and other business services according to the development orientation of the Vietnam Post Corporation. It is also a place for organizing reading activities, newspapers, and magazines for the community.

Notably, Circular 17 stipulates that the Commune Cultural Post Office is given priority to:
- Provide public telecommunications services within the framework of the universal telecommunications program;- Register prepaid mobile subscriber information according to regulations on managing prepaid mobile subscribers;- Organize and implement programs and projects for rural information and communication development and other State programs and projects for rural areas in accordance with regulations on activities at the Commune Cultural Post Office.
Circular 17 also stipulates that the planning of the Commune Cultural Post Office system is decided by the Ministry of Information and Communications based on the proposals of the Vietnam Post Corporation.
