03 Principles of the Working of the KHCN Council for Reviewing and Selecting CNC Development Projects (Illustrative Image)

According to Article 13 Circular 31/2012/TT-BKHCN, the principles of the working of the scientific and technological council in reviewing the selection or direct assignment of high-tech development projects, high-tech application projects, high-tech technical infrastructure construction and development projects, and high-tech human resource development projects are stipulated as follows:

- The meeting of the scientific and technological council must have the attendance of at least 2/3 of the council members, including the chairman or vice-chairman, and 02 peer reviewers.- The chairman presides over the meetings; appoints one member as the council secretary. In case of the chairman's absence, the vice-chairman presides over the meeting.- The council members must evaluate honestly, objectively, and fairly; bear individual responsibility for their evaluation results and collective responsibility for the overall conclusion of the council.

Additionally, the Scientific and Technological Council must note the following regulations:

- The council discusses and evaluates each dossier according to the prescribed contents (Form A4-1).

- The council elects a voting committee consisting of 03 members, including 01 head of the committee.

- The council casts votes to evaluate each dossier.

- The council approves the voting results (Form A4-2), recommends organizations, individuals, or enterprises that are selected or directly assigned to preside over the project to supplement and amend (if necessary) the project explanation, products of the project, and budget recommendations for project implementation.

- The chairman and the secretary of the scientific and technological council are responsible for signing the council meeting minutes (Form A4-3).
