Circular 13/2018/TT-BNV, which was issued by the Ministry of Home Affairs on October 19, 2018, lists 03 new conditions required for consideration of salary ranking for senior expert positions.
Circular 13 stipulates the cases where a period of salary ranking in the senior specialist grade or equivalent has been obtained or meets the following three conditions to be considered for salary ranking in the senior specialist grade or equivalent:
- First, currently holding a management position in a Group or Corporation elected, recruited, or appointed to a positional title in central agencies with a leadership position allowance coefficient of 1.0 or higher, or in a province or city directly under the central government with a leadership position allowance coefficient of 0.9 or higher;- Second, have a mandatory social insurance contribution period for jobs requiring a university degree of at least 16 years (if there is an interruption period without having received social insurance benefits once, it will be accumulated), in which there is a period of at least 10 years holding a management position in a Group, Corporation, or company;- Third, have ranked the social insurance contribution salary coefficient of the management position in Group or Corporation as per the Government of Vietnam regulations, excluding the leadership position allowance coefficient of the projected title being elected, recruited, or appointed being equal to or higher than the salary coefficient of the first rank of the senior specialist grade or equivalent.
