Methods of Recruiting Public Employees in Vietnam from September 29, 2020
Pursuant to the provisions of Article 11 of Decree 115/2020/ND-CP, the recruitment of public employees in Vietnam is conducted through 02 rounds as follows:
Round 1: Check eligibility and recruitment standards
Check the eligibility and standards of the candidates as registered in the Recruitment Registration Form based on the job position requirements. Article 5 of Decree 115/2020/ND-CP stipulates the eligibility criteria for public employee recruitment as follows:
- Vietnamese nationality and resident in Vietnam;
- At least 18 years of age;
- Have a recruitment registration application;
- Clear personal history;
- Relevant degrees, diplomas, training certificates, practicing certificates, or skills suitable for the job position;
- Physical health sufficient to perform the work or tasks;
- Meet other requirements as determined by the public service provider, but not contrary to the provisions of law.
Note: Applicants registering for a job position in the public service provider fields of culture, arts, physical training, and sports may be younger than 18 years old but must be at least 15 years old and have written consent from their legal representative.
In addition, agencies and units authorized to recruit public employees can add other conditions as required by the job position determined by the public service provider, as long as they are not lower than the general standards, not contrary to the provisions of law, and do not discriminate by the type of training.
Accordingly, if public employees meet the eligibility and recruitment standards mentioned above, they are eligible to enter Round 2.
Round 2: Professional Subject Examination
- Examination Format: Based on the nature, characteristics, and requirements of the job position to be recruited, the head of the authorized recruiting agency decides on one of the three examination formats: Interview; practice; written exam.
- Examination Content: Test the knowledge, skills, and professional activities of the candidates as required by the job position to be recruited.
The exam content for the professional subject must be based on the duties, standards of professional competence, and expertise of the public employee's job position and must match the requirements of the job position to be recruited. In the same recruitment period, if different job positions require different expertise and skills, the authorized public employee recruiting agency must prepare different professional subject exam papers corresponding to the job requirements.
- Examination Duration: Interview 30 minutes (candidates have no more than 15 minutes to prepare before the interview); written exam 180 minutes (excluding the time to copy the question); practice exam duration is determined by the head of the authorized recruiting agency based on the nature and characteristics of the job position to be recruited.
- Scoring Scale: 100 points (for the interview, practice, and written exam).
Comparison of current regulations on Recruitment Methods for Public Employees with the previous regulations in Vietnam
Decree 115/2020/ND-CP (effective from September 29, 2020) will replace Decree 29/2012/ND-CP (expired on September 29, 2020). Previously, Article 11 of Decree 29/2012/ND-CP and amended by Clause 5, Article 2 of Decree 161/2018/ND-CP, the recruitment method for public employees in Vietnam was stipulated as follows:
Round 1: Check the eligibility and standards of the candidates as registered in the Recruitment Registration Form based on the job position requirements. If eligible, the candidates move to Round 2.
Round 2: Conduct the recruitment process.
Candidates will be interviewed or practice to assess their competence and professional level. The decision on examination format must be based on the nature of the professional activities and the job requirements to be recruited. The duration for recruitment varies depending on the examination format as follows:
- Interview: 30 minutes;- Practice: Duration determined by the head of the agency.
Thus, it can be seen that Decree 115/2020/ND-CP introduces new changes in the rounds of recruitment for public employees compared to Decree 29/2012/ND-CP as amended by Decree 161/2018/ND-CP. Previously, public employees participating in recruitment would be interviewed or practice to assess their competence and professional level, and the interview duration was 30 minutes. However, starting from September 29, 2020, public employees participating in Round 2 of recruitment will take one of three examination formats: 30-minute interview, 180-minute written exam, or practice exam duration determined by the head of the authorized recruiting agency based on the nature and characteristics of the job position to be recruited.
