Vietnam: Guiding criteria for ranking party members at the end of 2020

Criteria for ranking party members are guided in Guidance No. 21-HD/BTCTW, effective from October 18, 2019. In 2020, the review, quality assessment and classification of party members will continue to be based on this Guidance.

Specifically, criteria for ranking party members at the end of 2020 are guided in Guidance No. 21-HD/BTCTW of the Central Organizing Committee of Vietnam as follows:

1. Successfully completing the task:

- As a party cell (cell) with many outstanding achievements, innovation and creativity; affirming its leading position and role, typical for other party organizations to learn and follow.

- Criteria for the results of the implementation of the program and work plan on Party building and political system building; the results of leadership in carrying out the tasks of socio-economic development, national defense and security assigned by competent authorities are all rated at the level of "Excellent", the remaining criteria are assessed as “Good” or higher.

- For the Party committee, 100% of the affiliated party organizations must be classified with the quality "Complete the task" or higher, of which 80% are classified as the quality "Complete the task well" or higher. For a cell, 100% of party members must be rated "Complete the task" or higher, of which 80% are classified as "Complete the task" or higher.

- The government, the Fatherland Front and socio-political organizations at the same level shall be classified as "Complete tasks well" or higher.

=> The competent authority shall consider and decide that the number of party organizations classified as "Excellent in completing tasks" must not exceed 20% of the number of party organizations at the same level under which are classified as "Completing tasks well" of each party.

2. Well completing the task

- Criteria for the results of the implementation of the program and work plan on Party building and political system building; the results of leadership in performing socio-economic development, national defense and security tasks assigned by competent authorities are all rated at the level of “Good” or higher, the rest of the criteria are assessed as “Average” or higher.

- For the Party committee, 100% of its affiliated party organizations must be rated "Complete the task" or higher, of which 50% are rated "Complete the task" or higher. For a cell, 100% of party members must be rated "Complete the task" or higher, of which 50% will be classified as "Complete the task" or higher.

- The government, Fatherland Front and socio-political organizations at the same level are classified as "Complete tasks" or higher.

3. Complete the task

- All criteria are rated as "Average" or higher.

- Party organizations are not disciplined (except for cases where they are disciplined but they discover and overcome the consequences by themselves).

4. Failure to complete the task

Being a party cell (cell) that does not reach the level of “Complete tasks” or in one of the following cases:

- Completing less than 50% of socio-economic development, defense and security targets and tasks assigned by competent authorities (except for force majeure cases) or programs and plans on Party building, building the political system of the Party committee are at a low level.

- There are 02 organizations in the organizations: the Fatherland Front, socio-political organizations of the same level that have the quality rating of "Failed to fulfill the task".

- Party organizations are disciplined.

- The Party committee has more than 20% of its affiliated party organizations classified as "Failing to complete the task", and the grassroots cell with more than 20% of its members is classified as "Failing to complete the task".

Thus, the classification of party members at the end of 2020 will also be based on the above standard framework. At the same time, party members can base themselves on this standard framework to strive for good results for year-end evaluation and grading results.
