Vietnam: 03 subjects of Party members do not have to carry out annual quality assessment and classification

In order for the annual quality review, evaluation and grading of party members to be carried out accurately and efficiently, the Central Organizing Committee of Vietnam issued the Guidance No. 21-HD/BTCTW. According to this Guidance, there are 03 subjects of Party members who will not have to conduct annual quality assessment and rating.

Specifically, according to the Guidance No. 21-HD/BTCTW of the Central Organizing Committee of Vietnam, objects of assessment and classification of quality of party members include party members in the whole Party, except for party members who are exempted from work and activities, party members suspended from party activities. However, for members who are suspended from working at the Party Committee level, they still have to evaluate and rank the quality.

Concurrently, in the section on some points to note in quality assessment and rating, in case a new party member has been admitted for less than 6 months, the evaluation and quality rating will not be carried out, but the party member must still be assessed from the date of admission to the Party.

Thus, there are 03 subjects of Party members who are not required to conduct annual quality assessment and classification, including:

1. Party members are exempt from work and daily life;

2. Party members are suspended from party activities;

3. Newly admitted party members have not been full 06 months.

Previously, the Guidance No. 16-HD/BTCTW only stipulated 02 subjects of Party members who are not required to conduct annual quality assessment and classification, including Party members exempt from work and daily life and newly admitted party members who have not been full 06 months.

Some notes when evaluating and rating quality as specified in Guidance No. 21-HD/BTCTW of the Central Organizing Committee of Vietnam

- Every year, organizations, agencies and units assign specific targets and tasks (or define targets and tasks according to resolutions, programs and plans) to each collective or individual under their management as a basis for quality review, assessment and classification.

- Collectives and individuals must complete the review to be evaluated and graded quality. Individuals who are absent or have not been evaluated or graded for quality must organize the evaluation and quality rating as soon as possible.

- Evaluate and rank the quality of the lower-level collectives first, the higher-ups later; collective leadership, management first, individual members later. Party members are officials and public employees who conduct quality assessment and classification after the results of evaluation and classification of officials and public employees are available. Those who hold many positions, have to review in many places, but there are differences when voting on the quality level in each place, the competent level shall consider and decide the quality level.

- Competent authorities shall notify the results of evaluation and quality classification to the assessed objects and the collectives and individuals directly managing and using the evaluated objects.

- Collectives and individuals have been graded for quality, but then discover that there are defects or do not meet the conditions of the graded quality level, the results will be canceled and re-classified.

- Do not evaluate and classify the quality of party organizations and collective leadership and management that have been established for less than 6 months, newly admitted party members for less than 6 months, but still have to review party members from the date of admission to the Party. Party members who take sick leave for a total period of 3 months or more in a year are not classified as "Completing tasks well" or higher; if a party member is on maternity leave, the quality rating result in the year is the quality rating result of the actual working time of that year.

- When Party members transfer to work, the branch where receiving is responsible for assessing and classifying quality. If they have worked at the old branch, agency or unit for 6 months or more, they must get comments from the branch where they are moving.

- Party members living temporarily are assessed and graded on quality at the branch where the party members officially live. Before assessing and classifying quality, temporary living party members take comments from the branch where they temporarily live and submit them to the branch where they live officially as a basis for assessing and classifying the quality of party members.

- In case the transferred individual is the head without regard to the rating level of the new organization, agency or unit, do not apply the regulation "The rating level of the head must not be higher than that of the organization, agency or unit that he/she heads".

- For party members who violate discipline at the party organization where they worked before but are disciplined and disciplined in the newly transferred party organization, it shall be included in the evaluation and classification results of the party organization where the violation occurred.

- Places with less than 05 party organizations; 05 leadership and management collectives; 05 party members; 05 leaders and managers classified as "Complete tasks well", choose 01 party organization; 01 leadership and management team; 01 party member; 01 leader, manager rated “Excellently complete the task” if eligible.

- Where conditions permit, the assessment should be organized on a monthly, quarterly and 6-month basis; could pilot more appropriate, effective and guaranteed assessment methods.
