Seniority allowance for officials in extremely disadvantaged areas in Vietnam

Officials and public employees working in extremely disadvantaged areas for a long time will be entitled to seniority allowance according to Decree 76/2019/ND-CP in Vietnam.

According to Vietnam's Decree, officials and public employees are entitled to a monthly allowance calculated according to their base salary and actual working time in areas with extremely disadvantaged socio-economic conditions as follows:

- Level 0.5 applies to people who have worked in areas with extremely disadvantaged socio-economic conditions from full 5 years to under 10 years;

- Level 0.7 applies to people who have worked in areas with extremely disadvantaged socio-economic conditions from full 10 years to less than 15 years;

- Level 1.0 applies to people who have worked in areas with extremely disadvantaged socio-economic conditions for full 15 years or more.

The sujects of the seniority allowance include:

- Officials, and public employees (including apprentices) in agencies, organizations, non-business units of the Communist Party, State, and socio-political organizations from central to commune level;

- Persons working under the labor contract regime in agencies and units of the Party, State, and socio-political organizations specified in Decree 68/2000/ND-CP and Decree 161/2018/ND-CP .

- Officers, professional soldiers, defense workers, public employees, and contract workers with salaries from the state budget of the People's Army of Vietnam;

- Officers, non-commissioned officers receiving salaries, public security workers, and contract workers receiving salaries from the state budget of the People's Police;

- People working in cipher organizations;

- People working in the quotas of payroll in associations are supported by the state budget for operating expenses specified in Vietnam's Decree 45/2010/ND-CP and Decree 33/2012/ND-CP.
