According to Decision No. 932/QD-TANDTC dated June 12, 2017, officials and public employees and employees working in the People's Court in Vietnam who have achieved outstanding performance in executing their duties will be considered for early salary grade promotion.

Principles of consideration |
- Not to implement two consecutive premature salary grade promotions due to outstanding achievements in task execution within the same rank or title;
- Once a decision has been made for premature salary grade promotion, all prior achievements cannot be used for consideration in subsequent premature salary grade promotions.

Subjects of application |
Officials, Public Employees, and Employees currently working in units under the Supreme People's Court; High People's Court; Provincial and District People's Courts in Vietnam who are being paid according to the professional salary scales of the Judicial Sector regulated in Resolution 730/2004/NQ-UBTVQH11; and the professional salary scales regulated in Decree 204/2004/ND-CP.
This does not apply to the following subjects:
- Officials whose salaries are arranged according to the position salary scales and are appointed by term;
- Cases that have reached the last grade within the rank or title;
- Cases that have a written notice or decision from the competent authority stating failure to complete assigned tasks or being disciplined (warning, reprimand, salary downgrade, demotion, dismissal, forced resignation).

Standards, conditions, and review rate |
Officials, Public Employees, and Employees during the time of holding their current salary grade who achieve all standards and conditions, have not reached the last salary grade within the rank or title, and as of December 31 of the year under consideration for a premature salary grade promotion, are still ≤12 months away from a regular salary grade increase, can be considered for a premature salary grade promotion of up to 12 months. Regarding standards:
- Achieve all standards, conditions, and levels of achievements in the Unit’s premature salary grade promotion regulations;
- Achieve regular salary grade promotion standards as per Clause 2, Article 2 of Circular 08/2013/TT-BNV.
Regarding conditions
- Officials, Public Employees, and Employees are recognized in writing by the competent authority for their outstanding achievements in task execution within the last 06 years for ranks and titles requiring a college degree or higher, and 04 years for ranks and titles requiring a training level from intermediate downwards, without having received a prior premature salary grade promotion. Achievements for premature salary grade promotion evaluation are determined by the level of the achievements attained.
- Officials, Public Employees, and Employees have not reached the last salary grade within the rank or title.

Premature salary grade promotion review rate |
The review rate is no more than 10% of the total payroll in the agency or unit’s payroll list.
In cases where 10% of the unit’s payroll list is a decimal number, the quota for premature salary grade promotion is rounded according to the following principle:
- If the decimal part is less than 5, only take the integer part.
- If the decimal part is 5 or more, add one unit to the integer part.

Levels of consideration for premature salary grade promotion |
Achievements for consideration of a 12-month premature salary grade promotion:
- Medals, Orders, State Honorary Titles, Ho Chi Minh Awards, National Awards as per the Law on Emulation and Commendation;
- National Emulation Fighter;
- Certifications of Merit from the Prime Minister;
- Exemplary Judge, Outstanding Judge, Excellent Judge;
- People's Court Emulation Fighter;
- Provincial Emulation Fighter;
- Received two Certificates of Merit or more from the Chief Justice of the Supreme People's Court or one Certificate of Merit from the Chief Justice of the Supreme People's Court and one Certificate of Merit from the Minister of Ministries, Central Committees, Chairman of the Provincial People's Committee or City directly under the Central Government (for two different achievements).
Achievements for consideration of a 9-month premature salary grade promotion:
- Certificate of Merit from the Chief Justice of the Supreme People's Court;
- Certificates of Merit from Ministries, Central Committees, Chairpersons of the Provincial People's Committee or City directly under the Central Government.
- Three consecutive years achieving the title of Basic Emulation Fighter;
Achievements for consideration of a 6-month premature salary grade promotion:
- Two consecutive years achieving the title of Basic Emulation Fighter;
- Three consecutive years receiving a Certificate of Commendation from the Chief Justice of the Supreme People's Court, Chief Justice of the High People's Court, Chief Justice of the Provincial People's Court.
