1. Standards for applying policies to attract and create cadres of excellent graduates in Vietnam
University graduates with excellent grades at a higher education institution in the country or foreign recognized equivalent diplomas and certificates as prescribed by law, with excellent results of study and training in the university years by the time of submitting the application and meeting one of the following criteria:
+ Win three or more individual prizes at one of the provincial competitions to select excellent students, and win consolation prizes or more in national competitions for excellent students or certificates of merit or higher in international competitions to select excellent students in one of the natural sciences (math, physics, chemistry, biology, informatics) and social sciences (language arts, history, geography, foreign languages) during high school education;
+ During high school or university, win three or more individual prizes in national or international science and technology competitions.
+ Winning three or more individual prizes at the Olympiad in one of the subjects of mathematics, physics, chemistry, mechanics, computer science, or other majors approved by the Ministry of Education and Training during university studies.

2. Policy implementation principles for attracting and developing cadres from excellent graduates in Vietnam
The following are the principles for implementing the policy of attracting and developing cadres from excellent graduates:
- Ensure consistency and synchronization of discovery, selection, training, retraining, planning, use, and compensation stages.
- Ensuring legal compliance, public awareness, transparency, objectivity, and competition.
Prioritize the allocation of unused state payroll numbers to attract excellent graduates and young scientists to work but must be suitable to the training profession and employment position of the agency, organization, or unit.
3. Building a database and monitoring the implementation of policies to attract and create staff from excellent graduates in nv
- The Ministry of Home Affairs is responsible for presiding over and coordinating with the Ministry of Education and Training and related agencies in building a database of excellent graduates.
- The Ministry of Home Affairs is responsible for introducing excellent graduates who meet the criteria in Section 1 to agencies, organizations, and units for consideration and recruitment.
- Ministries, sectors, and localities are responsible for monitoring and detecting excellent graduates who meet the criteria in Section 1 to consider recruiting in accordance with the standards and conditions of the positions of agencies, organizations, and units under their management.
- The Ministry of Home Affairs is responsible for guiding, monitoring, examining, inspecting, and evaluating the implementation of the attraction policy; creating a source of cadres from excellent graduates and young scientists and reporting to the Prime Minister of Vietnam before December 31 every year; and organizing a preliminary review and evaluation of the implementation of this policy.
