This is current content at Official Dispatch 2466/BNV-TCCB on June 10, 2022, on the organization of the examination to raise the rank of civil servant and promote the rank of civil servant in 2022 issued by the Ministry of Home Affairs in Vietnam.

According to this Official Dispatch, the Ministry of Home Affairs is expected to hold the promotion exam in July 2022. Those who want to attend the promotion examination of officials in Vietnam in 2022 must meet the following criteria and conditions:
1. Officials participating in the competition for promotion to the main professional in Vietnam in 2022
- Public non-business units in need.
- Officials in Vietnam are ranking professional salaries, code 01.003.
- Be assessed and ranked the quality at the level of fulfilling the task well or higher in 2021; to have good political and ethical qualities; not during the implementation of discipline or the consideration of disciplinary action by the competent authority.
- Satisfying the requirements on diplomas and certificates according to the standards of training and retraining of the main professional ranks in Vietnam as prescribed in Circular 02/2021/TT-BNV.
- There must be a period of appointment, salary ranking or equivalent for 9 years or more (excluding the period of apprenticeship and probation), in which the period of salary ranking for specialists is at least 1 year (full 12 months) up to the date of expiry of the deadline for submission of applications for promotion.
In case the officer before being appointed or salary ranking officer has had time to rate salary according to the salary scale of the State enterprise or salary of the officer rank, which time is calculated as the basis for salary ranking officer, such time is equivalent to the time appointed or salary ranking officer for promotion to the main professional in Vietnam.
- During the appointment, salary ranking, experts and equivalent have presided over or participated in the research, development of topics, projects, scientific research programs, legal documents, professional documents, technical improvement initiatives in the disciplines, fields, agencies and units where they work, certified by the heads of agencies and management units of officials.

2. Officials participating in the competition for promotion to professional title (CDNN) as the main lecturer (Class II) in 2022 in Vietnam
- Public higher education institutions in need.
- Officials holding the job title of lecturer (class III), code V.07.01.03.
- Be assessed and ranked the quality at the level of fulfilling the tasks in 2021 in Vietnam; to be commented by the head of the non-business unit under the Ministry with the quality and professional ethics; not during the period of discipline or the consideration of disciplinary action by the competent agency or unit.
- Satisfying the requirements on diplomas, certificates, scientific topics, books for training, scientific articles and other requirements on professional standards, professional qualifications, training and retraining of the main teaching profession titles as prescribed in Circular 31/2021/TT-BGDDT.
Particularly for officials teaching at the National Academy of Public Administration: In addition to the above criteria, officials must have intermediate level of political theory or higher, as prescribed in Point d, Clause 2, Article 13 of Circular 01/2018/TT-BNV.
- There is a period of time to hold the title of lecturer (class III) or equivalent for at least 9 years for holders of master's degrees, 6 years for holders of doctorate degrees; in which there must be at least 1 year (12 months) to hold the title of lecturer (class III), code V.07.01.03 by the end of the deadline for submission of applications for promotion in Vietnam.
3. Officials participating in the competition for promotion to the job title of chief archivist (Class II) in 2022 in Vietnam
- Public non-business units in need.
- Officials holding the job title of archivist (class III), code V.01.02.02.
- Be assessed and ranked the quality at the level of fulfilling the tasks well or higher in 2021; to be reviewed by the heads of agencies and units under the Ministry with professional qualities and ethics; not during the implementation of discipline or being considered for disciplinary action by competent agencies and units in Vietnam.
- Satisfying the requirements on diplomas, certificates, topics, projects, works, articles, initiatives and other requirements on professional standards, professional skills, training and retraining qualifications of the State CD archivist in accordance with Circular 13/2014/TT-BNV and the provisions of the current law.
- There is a minimum period of 9 years for holding the title of archivist (Class III) or equivalent (regardless of the period of apprenticeship or probation).
In particular, there must be at least 1 year (full 12 months) to keep the State CD archive of students (class III) and have graduated from university for 3 years or more up to the deadline for submission of applications for promotion in Vietnam.
4. Officials participating in the competition for promotion to Chief Accountant in 2022 in Vietnam
- Public non-business units in need.
- Officials are ranking the salaries of accountants, code 06.031.
- Be assessed and ranked the quality at the level of fulfilling the tasks well or higher in 2021; to be reviewed by the heads of the subordinate non-business units and subordinate to the Ministry with the quality and professional ethics; not during the period of discipline or being considered for disciplinary action by competent agencies and units in Vietnam.
- Satisfying the requirements on diplomas, certificates, topics, projects, works and other requirements on professional standards, professional skills, training and retraining qualifications of the CDNN main accountants as prescribed in Circular 77/2019/TT-BTC.
- There must be a period of appointment, ranking of accountants or equivalent of 9 years or more (not including the period of apprenticeship or probation), in which there must be at least 1 year (full 12 months) ranking of accountants' salaries up to the deadline for submission of applications for promotion in Vietnam.
5. Officials participating in the competition for promotion to the professional title of principal researcher (Class II) in 2022 in Vietnam
- Public non-business units in need.
- The official holding the investigator State CD (Class III), code V.05.01.03.
- Be assessed and ranked the quality at the level of fulfilling the tasks well or higher in 2021; to be reviewed by the heads of the subordinate non-business units and subordinate to the Ministry with the quality and professional ethics; not during the period of discipline or being considered for disciplinary action by competent agencies and units in Vietnam.
- Satisfying the requirements on diplomas, certificates, scientific tasks, monographs, scientific articles and other requirements on professional standards, professional skills, training and retraining qualifications of CDNN principal investigators specified in Circular 08/2021/TT-BKHCN.
- Having a minimum of 9 years to hold the title of investigator (class III) or equivalent.
In case of equivalent duration, there must be at least 1 year (full 12 months) to hold the title of investigator (class III) until the deadline for submission of applications for promotion in Vietnam.
