Civil Servants, Public Employees on Sick Leave, Maternity Leave Not Entitled to Additional Income

This is one of the noteworthy contents in Official Dispatch 4634/UBND-VX regarding the guidance on the implementation of the quarterly evaluation and classification regulations (amended) for officials and public employees according to Decision 3728/QD-UBND issued by the People's Committee of Ho Chi Minh City on November 8, 2019.

Specifically, according to the guidelines in this Official Dispatch, the additional income of officials and public employees is calculated by multiplying the total salary for actual working days by the coefficient of additional income payout. Officials and public employees will not count the following days as actual working days for additional income payout:

- Annual leave days or personal leave days of officials and public employees;

- Summer vacation days of officials and public employees in the Education and Training sector (when not formally assigned by competent authority in writing to perform professional duties at educational and training institutions);

- Days participating in full-time study programs (when not assigned by competent authority) and handing over professional duties to others;

- Maternity leave days of officials and public employees;

- Sick days or leave days to treat injuries from workplace accidents.

For the education and healthcare sectors with specific characteristics, the Department of Education and Training, and the Department of Health need to proactively research, discuss, and agree with the Department of Home Affairs before submitting a written guidance to Ho Chi Minh City People's Committee.

Official Dispatch 4634/UBND-VX replaces Official Dispatch 2980/UBND-VX regarding guidance on additional income payout and serves as the basis for evaluating, classifying, and paying additional income from the third quarter of 2019 onwards.
