1. How to calculate the party age for Communist Party members
According to section 5.3 Guideline 01-HD/TW of the Central Executive Committee, which guides some specific issues on implementing the Communist Party Charter, the party age of members is calculated from the date the competent authority signs the decision to admit the member. If there is no admission decision or the decision cannot be preserved, the date of joining the Communist Party recorded on the membership card will be used (in cases where a person has left the Communist Party, but the party age had previously been confirmed, it will not be recalculated under this regulation).
Example: Ms. Tran Thi My Hoa was admitted to the Communist Party on September 04, 2019, and was recognized as an official Communist Party member on September 4, 2020; her party age is calculated from September 04, 2019.
For those who were removed from the Communist Party but were cleared of mistakes, and from the time of removal until now have not violated the membership qualifications, their party age will be continuously calculated. Communist Party members are responsible for retroactively paying the party fees to the branch during the interruption period according to the stipulated fee rate during that time.
Example: Mr. Nguyen Van Thanh had his party age calculated from May 01, 2018. On February 10, 2029, he was removed from the Communist Party. However, on March 12, 2020, the competent authority concluded that Mr. Thanh was wronged. Additionally, from February 10, 2019, to March 12, 2020, he did not violate any membership qualifications. Therefore, Mr. Thanh will be reinstated as a Communist Party member, and his party age will still be calculated from May 01, 2018.
Moreover, reinstated Communist Party members must declare their party age, report to the cell; the cell verifies and reports to the grassroots party committee; the grassroots party committee verifies and reports to the direct superior party committee. The Standing Committee of the direct superior party committee will consider and decide on recalculating the party age for members (recalculation of the party age for members excluded for a period according to the regulations of the Communist Party's charter of the second term, the time of losing contact with the party organization, and interruption due to transferring party activities will be implemented according to this regulation).
2. Admitting Communist Party members over 60 years old
According to section 1.1 of Guideline 01-HD/TW, consideration for admitting Communist Party members over 60 years old is given when they meet the conditions: good health and reputation; currently working or residing at a place without a party organization or members; or in case of a special requirement; with the agreement of the Central direct superior party committee’s Standing Committee in writing before the competent party committee makes the admission decision.
Note: No adjustment to a member's age will be considered; the age will be uniformly determined according to the age declared in the original membership profile upon admission to the Communist Party.
3. Communist Party age as a basis for awarding the Party Badge to members
According to section 27-3 of Regulation 29-QD/TW dated July 25, 2016, by the Central Executive Committee of the 12th term on implementing the Communist Party Charter, Communist Party members with extensive revolutionary activities, maintaining membership qualifications, and having 30, 40, 45, 50, 55, 60, 65, 70, 75, 80, 85, 90 years of party age or more will be awarded the Party Badge.
Note: Deceased Communist Party members with the required party age will be posthumously awarded the Party Badge. At the time of considering the Party Badge, members sanctioned by a warning or higher won't be considered; after 6 months (for a warning), or 1 year (for demotion), if they correct their mistakes well, they will be considered for the Party Badge. Seriously ill members can be considered for early Party Badge awarding, but no more than one year earlier than the stipulated time. They will be considered for posthumous Party Badge awarding.
