What is the health insurance contribution rates for students in the 2017 - 2018 academic year in Vietnam?

Students are a group of participants in health insurance supported by the State budget in Vietnam. According to regulations, the health insurance contribution rate for students is 4.5% of the statutory pay rate (i.e., 4.5% x 1,300,000 VND), and students only need to pay 70% of the cost, with the remaining 30% covered by the budget.

The level of Health Insurance contribution for Students in Vietnam is 4.5% of the statutory pay rate multiplied by the number of months corresponding to the validity period of the Health Insurance card (The statutory pay rate from July 1, 2017, is 1,300,000 VND).

The Health Insurance contribution levels for Students for the academic year 2017 - 2018 are shown in the table below:

Some notes:

- The above contribution levels apply to students currently enrolled in educational institutions under the national education system who do not belong to the group participating in family Health Insurance;

- In cases where a student’s Health Insurance card expires in 2017 or has not participated in Health Insurance previously, if the student registers for Health Insurance, the school is responsible for creating a list to purchase Health Insurance cards for the remaining months until December 31, 2017.

- For entities participating in continuous Health Insurance, the Health Insurance card is valid from the date of Health Insurance payment. In cases of first-time participation or non-continuous participation for 3 months or more within the financial year, the Health Insurance card is valid 30 days after the date the entity pays the Health Insurance fee. For final-year students, the school will only collect fees until the last day of the month the course ends.

- When there is an adjustment in the rate of Health Insurance contribution and statutory pay rate, the Social Insurance Agency will notify schools explicitly for implementation. Participants and the state budget do not have to make additional payments for the differential due to the adjustment in Health Insurance contribution rates or statutory pay rate for the remaining time that participants have already paid for Health Insurance.

- For students with compulsory Health Insurance cards under different groups: international students; dependents of persons as prescribed by law: military officers, mandatory military service, police officers, cipher officers, students from poor or nearly poor households, etc., who have been issued compulsory Health Insurance cards as per the Government of Vietnam's regulations, the school will create a separate list accompanied by photocopies of valid Health Insurance cards, to monitor and collectively include the participation rate of the school to be allocated funding for initial healthcare.
