HCMC in social distancing: How to submit applications for unemployment benefits?

On August 1, 2021, the Ho Chi Minh City Employment Service Center issued an urgent Notice concerning the submission of applications for unemployment benefits.

To facilitate employees in preparing their dossiers and ensuring their rights during the implementation period of Directive 16/CT-TTg as directed by the City People's Committee, the Ho Chi Minh City Employment Service Center guides the submission of dossiers requesting unemployment benefits as follows:

- Within 3 months from the date of termination of the labor contract, if an employee is still unemployed and wishes to receive unemployment benefits, they should submit a dossier requesting unemployment benefits to the local Employment Service Center (Ho Chi Minh City or other provinces) where the employee wishes to receive unemployment benefits.

- However, during the implementation period of Directive 16/CT-TTg as directed by the City People's Committee, if the employee is unable to submit the dossier to the Center's reception points, they may send the dossier to the Center immediately after the implementation period of Directive 16/CT-TTg as directed by the City People's Committee (or after the quarantine or lockdown period ends).

In cases where it is really necessary or the dossier is nearing the 3-month deadline for submission to request unemployment benefits, employees should contact the hotline of the Center's reception points for specific guidance.

All rights of employees are still guaranteed during the implementation of Directive 16/CT-TTg as directed by the City People's Committee.

- Dossier includes:

+ Request for unemployment benefits (Form No. 3) and complete the information in the form; Place of medical examination and treatment registration; Phone number; Bank account number, bank name, branch opening the bank card of the applicant for unemployment benefits.

+ Original and photocopy of the termination decision/dismissal decision.

+ Photocopy of 01 social insurance book finalized to the month of resignation with all separate sheets (submitted with the original for comparison).

+ Photocopy of 01 identity card or citizen identification card.
