According to Article 6 of Decree 93/2021/ND-CP, there are regulations on calling and mobilizing voluntary contributions as follows:

When natural disasters, epidemics, or incidents occur that cause damage to people, property, or affect people's lives, depending on the level and scope of the damage, calling for and mobilizing voluntary contributions from organizations are carried out in the following ways:

1. The Presidium of the Central Committee of the Vietnam Fatherland Front or the Chairman of the Provincial Committee of the Vietnam Fatherland Front calls for and mobilizes organizations and individuals to make voluntary contributions to support the People and the damaged locality.

2. Vietnam Red Cross Society calls for and mobilizes domestic and foreign Red Cross organizations to support according to current legal regulations on Red Cross activities.

3. Mass media agencies responded to the call of the Presidium of the Central Committee of the Vietnam Fatherland Front and the Provincial Committee of the Vietnam Fatherland Front to mobilize organizations and individuals to make voluntary contributions to help overcome difficulties caused by natural disasters, epidemics, and incidents according to the provisions of law.

4. Charitable funds call for and mobilize organizations and individuals to make voluntary contributions to overcome difficulties caused by natural disasters, epidemics, and incidents occurring in the areas within their scope of operation.

5. Enterprises, cooperatives and other organizations with legal status call for and mobilize organizations and individuals to make voluntary contributions to overcome difficulties caused by natural disasters, epidemics and incidents. When mobilizing voluntary contributions, organizations must make announcements on their websites or media that commit to the purpose, scope, method, form of mobilization, and target audience, duration of support implementation and send it in writing to the commune-level People's Committee where the head office is located according to the Notification form issued with this Decree. Commune-level People's Committees are responsible for storing, monitoring and providing information upon request from organizations and individuals contributing or receiving support and competent agencies serving guidance and monitoring, inspecting, examining, supervising, and handling violations.

6. The National Steering Committee for Natural Disaster Prevention and Control calls for and mobilizes voluntary contributions from the international community in emergency situations of natural disasters. Ministries, ministerial-level agencies, Government agencies, Provincial People's Committees, and District People's Committees call and mobilize organizations and individuals to make voluntary contributions to overcome difficulties caused by natural disasters and epidemics.

What are regulations on time to mobilize, receive and distribute voluntary contributions in Vietnam?

Article 8 of Decree 93/2021/ND-CP has regulations on the time to mobilize, receive and distribute voluntary contributions as follows:

1. The campaign was launched immediately after natural disasters, epidemics, or incidents occurred, causing damage to people, property, or affecting people's lives.

2. Depending on developments and actual requirements to overcome the consequences of natural disasters, epidemics, and incidents, organizations, agencies, and units mobilizing voluntary contributions specified in Article 6 of this Decree shall decide on the time The time to receive voluntary contributions to overcome the consequences of natural disasters, epidemics, and incidents must not exceed 90 days from the date of launching the campaign except in the case of implementation according to commitments with contributing organizations and individuals). In case of necessity, the Campaign Committee at the provincial level or higher can decide to extend the time for receiving voluntary contributions.

3. The distribution time is carried out immediately during the mobilization and reception process and ends no later than 20 days (except in cases where it is carried out according to commitments with contributing organizations and individuals), from the end date of the reception period.
