What are the fines for sounding false fire alarm in Vietnam? Which agencies shall be notified when there is a fire in Vietnam?
Pursuant to Article 42 of the Decree 144/2021/NĐ-CP stipulating violations against regulations on fire and incident/accident alarm as follows:
Violations against regulations on fire and incident/accident alarm
1. A fine ranging from 1.000.000 VND to 2.000.000 VND shall be imposed for any of the following violations:
a) Failure to fire alarm devices as prescribed by law;
b) Failure to replace damaged or compromised fire alarm devices as prescribed by law.
2. A fine ranging from 4.000.000 VND to 6.000.000 VND shall be imposed for any of the following violations:
a) Failure to sound the fire alarm or accident alarm, or obstructing the sounding of fire alarm or incident/accident alarm;
b) Sounding false fire alarm or incident/accident alarm.
Pursuant to Clause 2 Article 4 of the Decree 144/2021/NĐ-CP stipulating as follows:
Maximum fines, organizations incurring administrative penalties
1. The maximum fine for a domestic violence-related offence shall be 30.000.000 VND if imposed upon an individual, 60.000.000 VND if imposed upon an organization; the maximum fine for an offence against regulations on social security and order shall be 40.000.000 VND if imposed upon an individual, 80.000.000 VND if imposed upon an organization; the maximum fine for an offence against regulations on fire prevention, firefighting and rescue shall be 50.000.000 VND if imposed upon an individual, 100.000.000 VND if imposed upon an organization; the maximum fine for an offence against regulations on social evils shall be 75.000.000 VND if imposed upon an individual, 150.000.000 VND if imposed upon an organization.
2. The fines specified in Chapter II of this Decree are imposed upon administrative violations committed by individuals. The fine imposed upon an organization for the same violation shall be twice the fine imposed upon an individual.

Therefore, a person who commits the act of reporting a false fire will be subject to administrative punishment of from VND 4,000,000 to VND 6,000,000.
The above fine is applied to individuals. For organizations, the fine will be from VND 8,000,000 to VND 12,000,000.

Which agencies shall be notified when there is a fire in Vietnam?
Pursuant to Article 20 of the Decree 136/2020/NĐ-CP stipulating responsibility for fire incident reporting, fire fighting and firefighting participation as follows:
Responsibility for fire incident reporting, fire fighting and firefighting participation
1. Anyone detecting a fire must inform people around them about it and notify one or all of the following units:
a) The neighborhood watch or internal/specialized firefighting force of the locality where the fire occurs;
b) The nearest police authority or firefighting authority;
c) The government of the locality where the fire occurs.
2. Upon receipt of report on a fire in a locality under their management, the regulatory bodies and units mentioned in Clause 1 herein shall promptly arrive at the scene to suppress the fire and, concurrently, notify other essential regulatory bodies and units for reinforcement.
3. Upon receipt of report on a fire outside of the locality under its management, the regulatory body/unit mentioned in Point b Clause 1 herein shall promptly notify the regulatory bodies and units managing the locality where the fire occurs to have the fire suppressed; and, concurrently, report to the supervisory unit for consideration and decision to mobilize forces and equipment for reinforcement upon request.
4. Persons present at the fire scene must take all suitable measures to save human lives, prevent the fire from spreading and suppress the fire; firefighting participants must obey all orders from the incident commander.
5. Police forces, military forces, militia and self-defense forces, health, power, water, urban environment and transport authorities as well as other relevant regulatory bodies shall suppress the fire and participate in the firefighting operation according to regulations in Clauses 2, 3 and 4 Article 33 of the Law on Fire Prevention and Fighting.

Pursuant to Article 32 of the Law on Fire Prevention and Fighting in 2001 (amended by Clause 21 Article 1 of the Law Amending and Adding a number of Articles of the Law on Fire Prevention and Fighting in 2013) stipulating information on fire alarm and fighting in Vietnam as follows:
- Information on fire alarm is by command or by phone.
- The telephone number for fire alarm specified in the country is 114. The means of communication must be prioritized for fire alarm and fighting.
