1. To assume the prime responsibility for, and coordinate with ministries, branches and localities in, inspecting and supervising the observance of the law on water resources by units exploiting and using water resources to provide clean water. in the City such as; Licensed mining traffic; Quality of input tap water sources according to current national standards on surface water/ underground water ; the volume and quality of wastewater discharge has been licensed; the quality of the receiving source (for direct discharge into the river basin); commitments and responsibilities of clean water production units to perform during the licensing process (flow measurement equipment, periodical monitoring, online automatic monitoring of natural resource tax and money for granting the right to exploit and discharge water) waste,...).

Handle violations according to their competence or propose competent agencies to handle violations of the law on clean water according to regulations.

2. Receive information on water quality from water supply systems of water supply units; share information related to online automatic monitoring of water quality for departments, water supply units to overcome and handle according to regulations the water quality criteria that do not meet the standards; ensure the accuracy, timeliness and security of information on quality monitoring data of the clean water supply system according to regulations.

3. Develop annual plans and budget estimates for the organization of periodic and irregular monitoring of input raw water quality (surface water, underground water) of water supply units in the country. City area.

4. Every year, based on the List of water sources requiring protection corridors, the Department of Natural Resources and Environment shall coordinate with the People's Committee of the district to submit to the City People's Committee for approval the plan to mark the water source protection corridor in the locality. and develop detailed plans and funding for landmarks after the City People's Committee approves the plan.

5. To assume the prime responsibility for, and coordinate with the City's Departments, Boards and Branches in advising the City People's Committee to work with Ministries, branches, provinces and cities in the process of regulating and controlling the quality of water sources of an inter-provincial nature.

6. Determine the water source protection corridor, sanitary protection zone in the daily-life water intake area and submit it to the City People's Committee for approval; Organize the inspection and supervision of activities in the sanitary protection zone of the water intake area in the city.

7. To build waste discharge zoning for watersheds and rivers which are the source of supply for factories, production and business establishments providing clean water services in the city.

8. Make a list of clean water supply units that must install automatic water monitoring systems and security camera systems for early warning of the risk of water pollution.

9. Urging, guiding and supervising clean water supply units to seriously implement zoning of sanitary protection zones and install automatic water monitoring systems.

10. Supervising, monitoring, detecting and participating in the response, remedy and settlement of water source pollution incidents according to its competence.

11. Synthesize, analyze and evaluate groundwater quality, develop a roadmap to gradually reduce groundwater exploitation.

What are responsibilities of the Department of Construction in monitoring the quality of clean water in Hanoi, Vietnam?

In Article 10 of the Regulation on coordination in monitoring of clean water quality in the area of ​​Hanoi, issued together with Decision 28/2021/QD-UBND of Hanoi, stipulating responsibilities of the Department of Construction in monitoring the quality of clean water in Hanoi are as follows:

1. Assume the prime responsibility for, and coordinate with functional agencies in, inspecting and supervising the observance of the law on water supply and output clean water quality, detecting and handling according to their competence and proposing competent agencies the right to handle violations of the law on clean water supply.

2. To assume the prime responsibility for, and coordinate in, urging relevant units according to their functions and tasks to carry out troubleshooting work (including system and quality), ensuring water supply to meet requirements in the shortest time, serve the people's daily life when there is an incident.

3. Coordinate with the Department of Health, Department of Natural Resources and Environment to receive information on water quality of water supply units and systems in the city to request water supply units to coordinate in regulating the source of water. level between units.

4. To assume the prime responsibility for, and coordinate with the City Police in, inspecting and supervising the maintenance and repair of the fire prevention and fighting water supply system in the city, which is managed by water supply companies in accordance with regulations. 

5. Organize periodic inspection and supervision or when there are incidents related to the safety of the water supply system and water supply services.

6. Formulate annual plans and budget estimates for periodical and irregular inspection and supervision in the city by the Department of Construction.

7. Cooperate with the Department of Industry and Trade in performing the state management function of clean water production and supply activities in industrial clusters.

What are responsibilities of the Department of Health in monitoring the quality of clean water in Hanoi, Vietnam? 

In Article 11 of the Regulation on coordination in monitoring of clean water quality in the area of ​​Hanoi, issued together with Decision 28/2021/QD-UBND of Hanoi, stipulating responsibilities of the Department of Health in monitoring the quality of clean water in Hanoi are as follows:

1. To assume the prime responsibility for inspecting and inspecting the hygiene and quality of clean water used for daily and irregular purposes according to current regulations. Handle violations according to their competence or propose competent agencies to handle violations of the law on quality of clean water used for domestic purposes as prescribed.

2. Develop annual plans and budget estimates for the inspection and supervision of sanitation and quality of clean water used for daily-life purposes as prescribed.

3. Direct the units to implement and organize the inspection and supervision of the quality of clean water used for domestic purposes according to the Circular 41/2018/TT-BYT dated December 14, 2018 of the Ministry of Health.

4. Coordinate with functional agencies in settling disputes, complaints and denunciations related to the quality of clean water used for domestic purposes in the City.

5. Direct specialized units to notify the results of inspection and supervision of clean water quality used for domestic purposes to the Department of Natural Resources and Environment, the Department of Construction, and the relevant district-level People's Committee.
