What are regulations on the position and function of the Institute of Strategy, Policy on Natural Resources and Environment in Vietnam?

Pursuant to Article 1 of the Decision 2888/QĐ-BTNMT in 2022 stipulating the position and function of the Institute of Strategy, Policy on Natural Resources and Environment in Vietnam as follows:

1. Institute of Strategy and Policy on Natural Resources and Environment is a public scientific and technological non-business unit under the Ministry of Natural Resources and Environment, which has the function of assisting the Minister in researching, proposing and formulating strategies, policies on the fields under the state management of the Ministry; conducting scientific research, providing public services, consulting and training in resource management, environmental protection and response to climate change in accordance with the law.

2. Institute of Strategy and Policy on Natural Resources and Environment has legal status, its own seal and account; headquartered in Hanoi city; operates under the autonomy mechanism of public science and technology organizations.

What are tasks and powers of the Institute of Strategy, Policy on Natural Resources and Environment in Vietnam?

Pursuant to Article 2 of the Decision 2888/QĐ-BTNMT in 2022 stipulating tasks and powers of the Institute of Strategy, Policy on Natural Resources and Environment in Vietnam as follows:

1. Elaborate and submit to the Minister for approval the Institute's long-term, 5-year and annual operation plans; implementation after being approved.

2. Strategy and policy

a) Research the theoretical basis, summarizing domestic and international experiences and practices in natural resource management, environmental protection, response to climate change and related economic and social issues; agencies serving the formulation of strategies and policies for the fields under the Ministry's state management;

b) Research and propose mechanisms and policies in resource management, environmental protection and response to climate change; inter-sectoral, inter-regional coordination mechanism, dispute and conflict settlement mechanism for mobilizing and using resources for resource management, environmental protection and response to climate change; study and propose the consolidation of the state management apparatus of the natural resources and environment sector;

c) Propose, develop, and test new models, tools, mechanisms and policies in resource management, environmental protection and response to climate change.

3. About strategic forecasting

a) Carry out investigation, assessment, review of practices, forecasts, formulation of development strategies for sectors and fields as assigned by the Minister;

b) Make strategic forecasts on trends and developments in the fields under the Ministry's management.

4. Assume the prime responsibility for or participate in the elaboration of plannings, plans, legal documents, standards, technical regulations, economic-technical norms, and technical instructions on natural resources and environment as assigned by the Minister.

5. Organize the implementation of scientific and technological programs and tasks; participate in the appraisal and approval of research programs and topics as assigned by the Minister.

6. Annually update new issues, supplement international experience, detect inadequacies in strategies and policies related to resource management, environmental protection and response to climate change as assigned by the Minister.

7. Study and propose strategies, mechanisms and policies on international cooperation in the fields under the Ministry's state management; carry out cooperation and policy dialogue with other countries and international organizations and manage and implement cooperation tasks with foreign countries; implement international cooperation programs and projects as assigned by the Minister.

8. Provide services on impact assessment, criticism on resources and environment for strategies, policies, master plans and plans for socio-economic development, sectors and fields; scientific research, development, application and technology transfer, consulting, training and retraining in resource management, environmental protection and response to climate change; consult on strategic environmental assessment, environmental impact assessment according to social needs; training at doctoral level in specialties licensed by competent authorities.

9. Collect, synthesize, process, build databases, providing information; edit, print and distribute research results of the Institute, publications related to strategies and policies in the fields under the management of the Ministry in accordance with the law.

10. Standing Committee of Advisory Council on Natural Resources and Environment Policy.

11. Manage organization, job position, number of people working; civil servants, public employees and employees of the Institute as prescribed by law and as assigned by the Minister; financial and asset management; carry out the responsibilities of the level III estimating unit for the units affiliated to the Institute according to the provisions of law; make statistics and reporting periodically and irregularly on the performance of assigned tasks.

12. Perform other tasks assigned by the Minister.

What are regulations on leaders of the Institute of Strategy, Policy on Natural Resources and Environment in Vietnam?

Pursuant to Article 3 of the Decision 2888/QĐ-BTNMT in 2022 stipulating leaders of the Institute of Strategy, Policy on Natural Resources and Environment in Vietnam as follows:

1. The Institute of Strategy and Policy on Natural Resources and Environment has a Director and no more than 03 Deputy Directors.

2. The director is responsible before the law and to the Minister for the assigned tasks; prescribe the functions, tasks, powers and organizational structure of the units under the Institute; promulgate working regulations and administer the Institute's activities.

3. The Deputy Directors assist the Director, take responsibility before the Director and before the law for the assigned field of work.

9. Center for Consulting, Training and Services of Natural Resources and Environment.

10. Center for Development and Application of Science and Technology on Land.

11. Environmental Magazine.

The Center for Consulting, Training and Services of Natural Resources and Environment, the Center for Development and Application of Science and Technology in Land, and the Environmental Journal are dependent accounting units, have seals and are open to the public deposit accounts as prescribed by law.
