Procedures to integrate the content of responding to climate change into the strategy from October 1, 2023 in Vietnam

On July 31, 2023, the Ministry of Natural Resources and Environment issued Circular 06/2023/TT-BTNMT guiding the integration of climate change response content into strategies and planning.

Circular 06/2023/TT-BTNMT will be applied to agencies and organizations tasked with formulating and adjusting strategies and planning specified in Article 25 of the Law on Environmental Protection in 2020 and relevant agencies, organizations and individuals in formulating and adjusting strategies and planning.

The steps to integrate the content of responding to climate change into the strategy include 5 steps as follows:

Step 1: Propose activities to integrate the content of responding to climate change in the description of strategy formulation tasks;

Step 2: Analyze the impact of climate change, requirements to respond to climate change;

Step 3: Identify solutions to respond to climate change to integrate into the strategy;

Step 4: Integrate the content of responding to climate change into the strategy;

Step 5: Collect comments on the integrated climate change response content.

What requirements for the integration of climate change response content into strategies and plans in Vietnam?

Pursuant to Article 4 of Circular 06/2023/TT-BTNMT stipulating the principles and requirements for integrating climate change response into strategies and plans as follows:

Principles and requirements for integrating climate change response content into strategies and plans

1. Principle of integration

a) Integrating the content of response to climate change into the strategy must comply with the integration steps in accordance with the provisions of this Circular and relevant laws; integrating the content of response to climate change into the master plan must comply with the integration steps as prescribed in this Circular and the law on planning;

b) Contents of response to climate change are integrated into strategies and plans based on analysis of climate change scenarios, assessment of impacts of climate change, identification of solutions to respond to climate change. climate and must be reflected in the objectives, content and socio-economic targets of the strategy and planning.

2. Integration requirements

a) Ensure consistency and synchronization with policies to respond to climate change, development orientations of the country, sector, field and locality; involving stakeholders; promote gender equality, encourage diversification and efficient use of resources;

b) Consider comprehensively, objectively, interdisciplinary and inter-regionally, based on scientific and technological achievements, national and international practical experiences, natural, socio-economic conditions, development level, national and local resources; take advantage of the positive impacts and minimize the negative impacts of climate change;

c) Conform to the objectives, scope and content of the strategy and planning according to each level, sector, field and natural, socio-economic characteristics of the locality; ensure feasibility, efficiency and sustainability.

Thus, the integration of climate change response content into strategies and planning must meet the following requirements:

- Ensure consistency and synchronization with policies to respond to climate change, development orientations of the country, sectors, fields and localities;

Involvement of stakeholders; promote gender equality, encourage diversification and efficient use of resources;

- Comprehensive, objective, interdisciplinary, inter-regional review, based on scientific and technological achievements, national and international practical experiences, natural conditions, socio-economics, qualifications development, national and local resources;

Take advantage of the positive impacts and minimize the negative impacts of climate change;

- Conform to the objectives, scope and content of the strategy and planning according to each level, sector, field and natural, socio-economic characteristics of the locality; ensure feasibility, efficiency and sustainability.

What information and data are included in the process of integrating climate change response content into strategies and plans in Vietnam?

Pursuant to Article 5 of Circular 06/2023/TT-BTNMT stipulating information and data included in the process of integrating climate change response content into strategies and plans in Vietnam as follows:

- The latest updated climate change scenario announced by the Ministry of Natural Resources and Environment.

- National Strategy on Climate Change, National Strategy on Green Growth and other related strategies.

- The most recently updated national-determined contribution of Vietnam.

- National plan to adapt to climate change; Methane emission reduction action plan; action plans of ministries, branches and localities on climate change response, green growth and plans related to climate change response.

- The reports include climate assessment; respond to climate change; assess the impact of climate change; monitoring and evaluation of climate change adaptation activities; greenhouse gas inventory;

Mitigation of greenhouse gas emissions; natural disaster situation and natural disaster prevention and control of ministries, branches and localities and other relevant reports.

- Information and data of meteorological, hydrological, hydrographic and related extreme phenomena in the past and present.

- National master plan; strategies, master plans and plans for socio-economic development, sectors and fields.

- Other relevant documents.

Note: Circular 06/2023/TT-BTNMT takes effect from October 1, 2023.
