Ho Chi Minh City: Water drainage service fees to increase by 5% from early 2024
According to Article 2 of Decision 17/2021/QD-UBND HCMC, the following regulations on the price of drainage and wastewater treatment services in the area of Ho Chi Minh City for the period 2022-2025 are stipulated:

As regulations above, the price of drainage and wastewater treatment services in Ho Chi Minh City is adjusted upward by 25% in 2024 according to the schedule. This means that the price of drainage and wastewater treatment services in Ho Chi Minh City increased by 5% compared to 2023.

When will the price of drainage services in Vietnam be adjusted?
According to Article 42 of Decree 80/2014/NĐ-CP, the price of drainage services will be adjusted when:
- There is a fundamental change in wastewater treatment technology and service quality.
- There is a change in government policies, economic and technical standards.
- The economic and social development conditions of the country, region, and the income of the people change.
How do households pay for drainage services in Vietnam?
According to Article 43 of Decree 80/2014/NĐ-CP, the collection and payment methods for drainage services are as follows:
Collection and payment methods for drainage services
1. For households:
a) Organizations or individuals providing water supply services are responsible for collecting drainage service fees through water bills for households using clean water from centralized water supply systems and are entitled to collection service fees.
b) Drainage units directly collect drainage service fees for households that do not use clean water from centralized water supply systems.
c) Households that have paid drainage service fees are not required to pay environmental protection fees in accordance with current regulations on environmental protection fees for wastewater.
2. For drainage units:
The owner of the drainage system pays the contract price according to the management and operation contract signed between the drainage unit and the owner of the drainage system.
Therefore, households using clean water from centralized water supply systems will pay drainage service fees through water bills. These households are entitled to collection service fees.
Responsibilities and obligations of drainage units in Vietnam
According to Clause 2 Article 18 of Decree 80/2014/ND-CP, the responsibilities and obligations of drainage units are as follows:
- Manage assets invested from the capital of the owner of drainage and wastewater treatment works according to the management and operation contract of the drainage system signed;
- Develop and implement the process of managing and operating the drainage system;
- Handle accidents, restore drainage and wastewater treatment;
- Establish a database, manage households connecting to the drainage system under their management; coordinate with water supply units or directly organize the collection of drainage service fees according to regulations;
- Implement the regulations of the law on environmental protection;
- Provide information on connection agreements for interested parties;
- Protect safety, efficiency, and savings in the management and operation of drainage and wastewater treatment systems according to regulations;
- Ensure the stability of drainage services according to regulations;
- Report regularly to the owner and the local and central government agencies on drainage at the local and central levels;
- Compensate for damage to users in accordance with the law;
- Other obligations as prescribed by law.
