Fuel and Energy Costs Used in the Task of Mine and Explosive Ordnance Clearance
Energy and fuel costs in the activities of bomb and mine clearance are regulated in Subsection 2.3, Section 2, Appendix I of Circular 122/2021/TT-BQP as follows:
- Fuel and energy, including gasoline, oil, electricity, gas, or compressed air consumed during one shift operation of the machine to generate power for the machine, are called main fuel. Lubricant oils, transmission oils are called auxiliary fuel in one shift operation of the machine and are determined by a coefficient compared to the cost of the main fuel.
- The cost of fuel and energy per machine shift is determined by the following formula:

- Where:
+ CNL: cost of fuel and energy per machine shift (VND/shift);
+ DNLi: consumption standard of fuel and energy type i during one machine shift;
+ GNLi: price of fuel type i;
+ KPi: auxiliary fuel cost coefficient for the type i;
+ n: number of fuel and energy types used in one machine shift.
- The consumption standard of fuel and energy during one shift operation of a type of machine and construction equipment is determined according to the regulations in Appendix II issued with this Circular.
- Fuel and energy prices are determined based on:
+ Gasoline and oil prices: according to the press release on gasoline prices of the Vietnam National Petroleum Group (Petrolimex) appropriate to the time of machine shift price calculation;
+ Electricity prices: according to the state's regulations on electricity sale prices appropriate to the time of machine shift price calculation.
- The auxiliary fuel cost coefficient for one shift operation of a machine is determined according to each type of machine and specific project conditions. The average values of the auxiliary fuel cost coefficient are as follows:
+ Machines and equipment powered by gasoline engines: 1.02;
+ Machines and equipment powered by diesel engines: 1.03;
+ Machines and equipment powered by electric engines: 1.05.
- In cases where machines are used to carry out certain types of work (such as surveying, testing, and other specific tasks) and the cost of fuel and energy has been included in the cost of materials in the unit price of that work, the fuel and energy cost component is not calculated when determining the machine shift price.
