When will primary school students in Vietnam be assessed by a combination of grades and comments?
Based on Article 4 of the Regulation on the assessment of primary school students issued with Circular 27/2020/TT-BGDDT stipulating the assessment requirements:
Assessment Requirements
- Assess students through evaluating the level of meeting the required outcomes and specific manifestations of the components of each subject, educational activities, and the expressions of students' qualities and competencies according to the requirements of the primary education program.
2. Conduct regular assessments by comments, periodical assessments by scores combined with comments; combine assessments from teachers, students, and parents, with teachers' assessments being the most important.
- Assess the progress and for the progress of students; emphasize encouraging students' efforts in learning and training; help students maximize their abilities; ensure prompt, fair, and objective assessments; do not compare one student with another, and do not create pressure on students, teachers, and parents.
Thus, teachers assess primary school students by scores combined with comments during periodical evaluations.

How many levels are included in the periodical assessment of the formation and development of qualities and competencies of primary school students in Vietnam?
Based on Article 7 of the Regulation on the assessment of primary school students issued with Circular 27/2020/TT-BGDDT stipulating the requirements for periodical assessments:

In the middle of the first semester, at the end of the first semester, in the middle of the second semester, and at the end of the school year, the homeroom teacher cooperates with other teachers teaching the same class through comments and expressions during regular assessments on the formation and development of key qualities and core competencies of each student, evaluated according to the following levels:
a) Good: Meet educational requirements well, clearly and frequently expressed.
b) Satisfactory: Meet educational requirements, expressed but not frequently.
c) Need improvement: Do not fully meet educational requirements, unclearly expressed.
Therefore, the periodical assessment of the formation and development of the qualities and competencies of primary school students includes the following 3 levels:
- Good: Meet educational requirements well, clearly and frequently expressed.
- Satisfactory: Meet educational requirements, expressed but not frequently.
- Need improvement: Do not fully meet educational requirements, unclearly expressed.
When are primary school students in Vietnam recognized as having completed the grade-level program?
Based on Article 11 of the Regulation on the assessment of primary school students issued with Circular 27/2020/TT-BGDDT stipulating the recognition of completion of the grade-level program and primary education program:
Recognition of Completion of the Grade-Level Program and Primary Education Program
1. Recognition of completion of the grade-level program:
a) Students are recognized to have completed the grade-level program when they are assessed at one of the three levels: Outstandingly completed, Well completed, Completed.
b) For students not recognized as having completed the grade-level program, the teacher shall make plans, provide guidance, help; and conduct supplementary assessments for recognition of completion of the grade-level program.
c) For students who have been guided and helped but still do not meet the conditions for completing the grade-level program, depending on the level of unfinished subjects, educational activities, formation, and development of some qualities, competencies, the teacher shall create a list and report to the principal for organizing assessments and determining whether the student will be promoted or not.
- Recognition of completion of primary education program:
Students who complete grade 5 are recognized and recorded in the transcript: Complete the primary education program.
Thus, primary school students are recognized as having completed the grade-level program when they are assessed at one of the three levels: Outstandingly completed, Well completed, Completed.
When are primary school students in Vietnam awarded the title of Excellent Student?
Based on Article 13 of the Regulation on the assessment of primary school students issued with Circular 27/2020/TT-BGDDT stipulating the awards:

1. The principal awards certificates to students:
a) End-of-year awards:
- Award the title of Excellent Student to those whose educational outcomes are assessed as Outstandingly completed.
- Award the title of Exemplary Student for outstanding achievements in learning and training to those whose educational outcomes are assessed as Well completed and have excellent achievements in at least one subject or significant progress in at least one quality or competency, recognized by the class.
b) Unexpected awards: students who achieve exceptional accomplishments during the school year.
- Students with special achievements are reviewed and recommended by the school for higher-level awards.
- Management staff and teachers may send commendatory letters to students for achievements, efforts in learning, training qualities, competencies, or good deeds.
Thus, primary school students are awarded the title of Excellent Student when their educational outcomes are assessed as Outstandingly completed.
