What are the objectives of the Literacy Eradication Program in Vietnam?
According to Section I of Part One of the Literacy Eradication Program issued under Circular 33/2021/TT-BGDDT, this program provides learners with basic, essential knowledge and skills aimed at:
- Helping learners form and develop key qualities with specific manifestations: love for the homeland and the country, awareness of preserving the national cultural identity, and a sense of responsibility towards themselves, their families, and the community.
- Helping learners initially form general competencies, develop language proficiency in all skills of reading, writing, speaking, and listening at a basic level: read correctly and fluently; understand the content and main information of texts; make connections and comparisons outside of the text; write correctly with grammar and spelling; write some sentences, paragraphs, and short essays; express clearly; understand the speaker's opinions.
- Contributing to the formation and development of mathematical competency with the required achievements: performing cognitive operations at a simple level; selecting arithmetic operations and formulas to present and convey content, ideas, and methods of problem-solving; using mathematical language, simple mathematical tools, and means for simple math learning tasks.
- Helping learners gradually form and develop natural science competency through observation and experimentation, applying integrated knowledge and skills to solve problems in life; respecting natural laws and responding appropriately to natural environmental conservation and sustainable development requirements.
- Forming and developing social science competency through the ability to recognize social sciences, study society, and apply learned knowledge and skills to explore and understand oneself, the community, and society, and to analyze and solve societal issues.
- Helping learners form and develop technology and informatics competencies through activities such as technology awareness, technology usage; utilizing and managing information technology and communication tools; applying information technology and communication in learning and self-study.
When is a learner considered to have completed the Literacy Eradication Program in Vietnam?
Specifically: as stated in Article 12 of Circular 10/2022/TT-BGDDT, a learner is considered to have completed the Literacy Eradication Program if they meet the following conditions:
- Considering the completion of Phase 1 of the Literacy Eradication Program:
+ A learner is confirmed to have completed Phase 1 of the Literacy Eradication Program if they are assessed to achieve the educational results of the third semester at one of two levels: Good Completion or Completion.
+ The completion of Phase 1 of the Literacy Eradication Program is confirmed and recorded in the learner's academic transcript as: Completed Phase 1 of the Literacy Eradication Program.
- Considering the completion of Phase 2 of the Literacy Eradication Program:
+ A learner is confirmed to have completed Phase 2 of the Literacy Eradication Program if they are assessed to achieve the educational results of the fifth semester at one of two levels: Good Completion or Completion.
+ The completion of Phase 2 of the Literacy Eradication Program is confirmed and recorded in the learner's academic transcript as: Completed Phase 2 of the Literacy Eradication Program.
When a learner is confirmed to have completed Phase 2 of the Literacy Eradication Program, they are eligible to continue onto the secondary education program.

What are the specific competency requirements for learners in the Literacy Eradication Program in Vietnam?

The language proficiency of learners includes the ability to use Vietnamese and is demonstrated through the activities: listening, speaking, reading, writing.
The competency requirements for language proficiency for learners in each phase and semester are stipulated in the Vietnamese language course curriculum and study modules.
- Calculation competency:
The calculation competency of learners is mainly demonstrated through mathematical competency; it is formed and developed mainly in the Mathematics subject; focusing on the following activities: understanding mathematical knowledge; mathematical thinking; applying learned knowledge and skills.
The competency requirements for mathematical proficiency for learners in each phase and semester are stipulated in the Mathematics course curriculum and study modules.
- Scientific competency:
The scientific competency of learners is shown through the following activities: scientific understanding; exploring nature, exploring society; applying learned knowledge and skills.
Scientific competency is formed and developed in subjects: Natural and Social Sciences, Science, History, and Geography.
The competency requirements for scientific proficiency for learners in each phase and semester are stipulated in the curricula of Natural and Social Sciences, Science, History, and Geography subjects.
- Technological and informatics competency:
The technological competency of learners is shown through the following activities: technology awareness; technology usage;
The informatics competency of learners is shown through the following activities: utilizing and managing information technology and communication tools; applying information technology and communication in learning and self-study.
The competency requirements for technology and informatics proficiency for learners in each phase and semester are stipulated in the Science course curriculum.
