International Literacy Day is celebrated annually to highlight the importance of literacy to individual and community development in society.

In Vietnam, on September 8, 1945, the Government of Vietnam issued three decrees on combating illiteracy, establishing the adult education movement as both a revolutionary movement and an educational institution of the Democratic Republic of Vietnam.

Since then, the learning movement of Vietnamese people has reached new heights. Today, the movement of lifelong learning has spread, contributing to building a learning society across the country.

Who are the targets of literacy elimination programs in Vietnam?

Based on Article 17 of Decree 20/2014/ND-CP regarding the targets of literacy programs:

Targets of literacy programs

Targets of literacy programs are individuals aged 15 to 60 who are illiterate.

Individuals aged 15 to 60 who are illiterate are targets of literacy programs.

What are the standards for recognizing individuals meeting literacy standards, literacy elimination level 1, and literacy elimination level 2 in Vietnam?

* Standards for recognizing individuals meeting literacy standards

Based on Article 19 of Decree 20/2014/ND-CP, the standards for recognizing individuals meeting literacy standards are as follows:

- Individuals meeting literacy standards level 1: Completed phase 1 of the literacy elimination program and continued education post-literacy or completed grade 3 of the primary education program.

- Individuals meeting literacy standards level 2: Completed phase 2 of the literacy elimination program and continued education post-literacy or completed the primary education program.

* Standards for recognizing literacy elimination level 1

Based on Article 20 of Decree 20/2014/ND-CP, the standards for recognizing literacy elimination level 1 are as follows:

- For communes: At least 90% of individuals aged 15 to 35 have been recognized as meeting literacy standards level 1; for communes with particularly difficult socio-economic conditions, at least 90% of individuals aged 15 to 25 have been recognized as meeting literacy standards level 1.

- For districts: At least 90% of communes have been recognized as meeting literacy elimination level 1.

- For provinces: At least 90% of districts have been recognized as meeting literacy elimination level 1.

* Standards for recognizing literacy elimination level 2

Based on Article 21 of Decree 20/2014/ND-CP, the standards for recognizing literacy elimination level 2 are as follows:

- For communes: At least 90% of individuals aged 15 to 60 have been recognized as meeting literacy standards level 2; for communes with particularly difficult socio-economic conditions, at least 90% of individuals aged 15 to 35 have been recognized as meeting literacy standards level 2.

- For districts: At least 90% of communes have been recognized as meeting literacy elimination level 2.

- For provinces: 100% of districts have been recognized as meeting literacy elimination level 2.

What is the method of evaluating learners in the Literacy Elimination Program in Vietnam?

Based on Clause 2, Article 5 of Circular 10/2022/TT-BGDDT, the method of evaluating learners in the Literacy Elimination Program is as follows:

* Evaluation by observation

- Teachers observe learners during classroom teaching and record their expressions to use as evidence to evaluate the learning and training process.

- Teachers provide observations and evaluations of learners' activities' products and results to assess learners according to related evaluation content.

- Teachers interact with learners through question-and-answer sessions to collect information and provide timely comments and assistance.

- Teachers provide feedback through learners' self-assessment by speaking or writing and participating in peer assessments regarding the performance of learning and training tasks.

* Evaluation by score: Teachers utilize tests with questions and exercises designed to meet the required standards of the Literacy Elimination Program, in forms such as multiple-choice, essay, or a combination of both to evaluate the educational content.

What does the evaluation dossier for learners in the Literacy Elimination Program in Vietnam include?

Based on Article 10 of Circular 10/2022/TT-BGDDT, the evaluation dossier for learners in the Literacy Elimination Program includes:

- The evaluation dossier serves as evidence for the learning, training process, and results of the learners.

- Each learner's semester evaluation dossier consists of the academic record (Appendix 1 attached to Circular 10/2022/TT-BGDDT) and the general evaluation chart of the class (Appendix 2 attached to Circular 10/2022/TT-BGDDT).

+ General evaluation charts of classes are stored at the educational institution as per regulations.

+ Academic records are kept by the educational institution during the learner's participation in the Literacy Elimination Program and handed to learners upon completion of Phase 1 or Phase 2 of the program.

For prisons, compulsory education institutions, and reformatory schools under the management of the Ministry of Public Security, academic records are handed to learners upon completion of their prison sentence or compulsory education/reformatory program.
