Pursuant to Article 1 of Circular 40/2014/TT-BQP, the template of the certificate of completion of the national defense education program is regulated as follows:

The template of the certificate of completion of the defense and security knowledge training program consists of 4 (four) pages, each page measuring 21 cm x 14.5 cm. To be specific:

- Page 1:

+ Dark red background;

+ Printed National Emblem;

+ Yellow letters;

- Page 2 and page 3 share: Light yellow background, orange-yellow decorative border, and in the middle of each page, the Ngoc Lu bronze drum is printed, as follows:

+ Page 2: Printed National Emblem, photo frame (4 x 6)cm, black letters.

+ Page 3: The word “CERTIFICATE” in red, other letters in black.

- Page 4: Dark red background

- Font and printing paper:

+ The letters printed on the paper use the Unicode/Times New Roman font according to the Vietnam Standard TCVN 6909:2001.

+ Printing paper: Hard cover paper, 400 grams/m2, with a brightness of 90.

- The format and details presented on the certificate of completion of the defense and security knowledge training program follow the Model.

(1) The line "SOCIALIST REPUBLIC OF VIETNAM" in uppercase letters, font size 14, upright, bold, centered, 1.5 cm from the top of the page.

(2) The National Emblem with a diameter of 04 cm, centered, 2.5 cm below the line "SOCIALIST REPUBLIC OF VIETNAM."

(3) The line "CERTIFICATE" in uppercase letters, font size 30, upright, bold, centered, 3.5 cm below the National Emblem.

Enter the number of the national defense and security training institution (agency, unit) according to the original registration number granting the certificate.

(2) Uppercase letters, font size 13, upright, bold, centered, 01 cm below the row of asterisks the title of the head of the national defense and security training institution (print the title of the person with authority who convenes for defense and security knowledge training subjects including senior officers, junior officers, enterprise managers, public service providers, Communist Party members in the People's Army, Public Security not stipulated in Clause 1, Article 2, Decree 13/2014/ND-CP dated February 25, 2014, of the Government of Vietnam, detailing and guiding the implementation of the Law on National Defense and Security Education).

Clearly write the full name of the person granted the certificate of completion of the defense and security knowledge training program according to the birth certificate.

(6) The line "Date of birth:.." in lowercase letters, font size 14, upright, 0.6 cm below the previous line, 0.5 cm from the left edge of the page. Fill in the date, month, year of birth according to the birth certificate; if born from the 1st to the 9th, and the birth month is January or February, additional zero (0) is added in front; the year is filled with 04 full digits (e.g., 06/01/1981).

(7) The line "Position:.." in lowercase letters, font size 14, upright, 0.6 cm below the previous line, 0.5 cm from the left edge of the page (for those not working in an agency or organization, print the profession). Clearly state the current position of the person issued the certificate at the time of participating in the defense and security knowledge training program (for those not working in an agency or organization, state the current profession).

(8) The line "Working unit:.." in lowercase letters, font size 14, upright, 0.6 cm below the previous line, 0.5 cm from the left edge of the page (for those not working in an agency or organization, print the place of work). Clearly state the name of the unit or agency, organization of the person issued the certificate (for those not working in an agency or organization, state the address at the commune, district, provincial level where they work).

(9) The line "Hometown:.." in lowercase letters, font size 14, upright, 0.6 cm below the previous line, 0.5 cm from the left edge of the page. Clearly state the hometown in 3 levels: commune, district, province of the person granted the certificate according to the birth certificate (identity card, résumé).

(10) Two lines

"COMPLETION OF THE TRAINING PROGRAM

IN NATIONAL DEFENSE AND SECURITY KNOWLEDGE FOR CATEGORY…"

in uppercase letters, font size 12, upright, bold, centered, 0.6 cm below the previous line (if the individual is an exemplary person, a reputable person in the community, omit the phrase "FOR CATEGORY..."). Clearly state the defense and security knowledge training category.

(11) The line "Course:..., from:…. to:...." in lowercase letters, font size 14, upright, 0.6 cm below the previous line, 0.5 cm from the left edge of the page. Enter the serial number of the course attended by the certificate recipient at the training institution or agency, unit organizing the training (if any). Enter the training period from start to finish (e.g., from January 6, 2014, to January 22, 2014).

(12) The line "Grade:..." in lowercase letters, font size 14, upright, 0.6 cm below the previous line, 0.5 cm from the left edge of the page. Enter the training results: Excellent, Good, Fair, Average.

(13) The line "..., date... month... year..." in lowercase letters, font size 13, italic, 0.6 cm below the previous line, 0.5 cm from the right decorative border, the name of the province or city directly under the Central Government where the training institution is headquartered. Enter the date, month, year of issuing the certificate.

(14) Uppercase letters, font size 13, upright, bold, 0.6 cm below the previous line, the title of the signatory.

(15) Lowercase letters, font size 14, upright, bold, 0.5 cm from the upper edge of the lower decorative border, academic rank, degree, position (if any) name of the certificate signatory./.

What are 6 principles in national defense and security education in Vietnam?

Pursuant to Article 5 of Law on National Defense and Security Education 2013:

[1] Compliance with the Constitution and laws of the Socialist Republic of Vietnam, under the leadership of the Communist Party of Vietnam, and the unified management of the State.

[2] National defense and security education is the responsibility of the political system and the whole people, with the State playing the leading role.

[3] Combining national defense and security education with political and ideological education, disseminating, legal education and closely linked with building a comprehensively strong base.

[4] Comprehensive education, with focal points; using appropriate forms; combining theory and practice, theoretical knowledge and practical exercises.

[5] Program and content of national defense and security education must be suitable for each subject and promptly responding to actual situations.

[6] Ensuring state secrets, planned, inheritable, developmental, scientific, modern, understandable, practical, and effective.
