Based on Decision 5572/QD-BGDDT in 2014 Download, the IOE competition is an English Olympiad on the Internet for general students organized from the 2014-2015 school year.

Participants: General students from grades 3 to 12 nationwide who have access to the Internet and wish to participate in the Olympic English competition on the Internet.

What are purposes of the IOE competition in Vietnam?

Chapter 1 of Decision 5572/QD-BGDDT in 2014 clearly states the purposes of the IOE competition as follows:

- Promote the application of Information Technology in teaching and learning at general schools nationwide. Provide students with the opportunity to become familiar with and use the Internet as a medium and learning tool. Create an online playground in the English subject for students from grades 3 to 12.

- Create a friendly and healthy environment for students to study and interact without causing pressure for students, families, and schools. Provide conditions for students to enhance their self-study ability, self-assessment, and self-adjustment in their learning methods to overcome limitations and promote strengths.

What are the regulations for the rounds of the IOE competition in Vietnam?

In Chapter 2 of Decision 5572/QD-BGDDT in 2014, the details of the rules regarding the rounds of the English Olympiad on the Internet competition are as follows:

(1) Number of Olympiad rounds each year and official Olympiad rounds Each school year has 4 official Olympiad rounds for primary school and lower secondary school; 3 official Olympiad rounds for upper secondary school and practice rounds for students.

The practice rounds are updated weekly on the national competition's website starting from August 20 every year.

In the practice rounds, students complete four tasks with a maximum score of 330 points within 60 minutes, and the system announces the results immediately after each question.

In cases where students lack access to computers or Internet connections, they may practice through other suitable forms.

Official rounds for each level last 30 minutes with the number of questions depending on the student's working speed.

The system does not announce results after each question and does not allow the display of previous questions, even in case of technical issues.

In the official competition rounds, students can submit their work before the end of the allotted time.

The results are only displayed after students submit their work or after the test time ends.

The start time for the competition is standardized nationwide for each official round, independent of the time students begin their tasks.

In case of any technical issues during an official round, students can retake the test immediately but must complete it within the general time regulations or retake it at another time (if applicable).

The system does not track the number of attempts taken in the official rounds.

(2). Official Olympiad rounds for the primary and lower secondary school levels

+ The school-level round is organized separately after the 15th practice round.

+ The district/ward-level round is organized separately after the 20th practice round.

+ The provincial/city-level round is organized separately after the 25th practice round.

+ The national-level round is organized separately after the 30th practice round.

(3). Official Olympiad rounds for the upper secondary school level

+ The school-level round is organized separately after the 20th practice round.

+ The provincial/city-level round is organized separately after the 25th practice round.

+ The national-level round is organized separately after the 30th practice round.

(4). Conditions for participating in official rounds

Primary and lower secondary school students can participate in all official Olympiad rounds at the school, district/ward, and provincial/city levels (if any).

upper secondary school students can participate in all official Olympiad rounds at the school and provincial/city levels (if any).

The national-level Olympiad round for primary and lower secondary school levels is reserved for grade 5 and grade 9 students.

The national-level Olympiad round for the upper secondary school level is reserved for grade 11 students.

Provincial Departments of Education and Training decide the selection method for grade 5, grade 9, and grade 11 students participating in the national round.

(5). Regulations on official rounds

Students who lose their account from the previous competition level can create a new account for the next level, but they must inform the relevant competition council and get confirmation from the previous level's competition council (if any).

In the official rounds, students are only allowed to use one account to log in.

Students are not permitted to use any reference materials during the official rounds of the competition.

Students may leave the examination room but must remain within the competition area if they finish their test earlier than the allotted time.
