Expected process for recognizing high school graduation from 2025 in Vietnam

Based on Article 48 of the Draft Circular on Regulations for High School Graduation Exams 2025, the expected process for recognizing high school graduation from 2025 is as follows:

(1) The dossier for recognizing high school graduation includes:

- Information record for recognizing high school graduation;

- List of candidates recommended for high school graduation recognition;

- List and dossiers of candidates given exemption, waiver from exams, or recognized for high school graduation due to re-evaluation or grievance resolution about exam records;

- CD containing exam data;

- Related minutes;

- Other types of documents as guided annually by the Ministry of Education and Training.

(2) Procedure for recognizing high school graduation:

- The Director of the Department of Education and Training approves the recognition of high school graduation for eligible candidates and is responsible to the Ministry of Education and Training for the graduation recognition results of their province;

- After reporting to the Ministry of Education and Training, the Director of the Department of Education and Training announces the high school graduation recognition results and informs high schools to post the list of candidates recognized for high school graduation and issue temporary high school graduation certificates to candidates;

- The temporary high school graduation certificate is signed by the principal of the high school where the candidate registered and is valid until the official high school graduation diploma is issued;

- Departments of Education and Training send the list of candidates recognized for high school graduation to the Ministry of Education and Training immediately after the exam ends for management and monitoring.

Regulations on special consideration for high school graduation in the Draft Circular on High School Graduation Exam Regulations 2025 in Vietnam

Based on Article 41 of the Draft Circular on High School Graduation Exam Regulations 2025 (Regulations), the anticipated special consideration for high school graduation 2025 is as follows:

(1) Learners belonging to the categories specified in Article 19 of the Regulations who are eligible for the exam can be specially considered for high school graduation if they incur an accident, illness, or special unexpected event within 10 days before the exam or during the first exam session and cannot take the exam.

- Conditions: The academic performance and conduct in grade 12 must be at least good;- Documents include: Hospital admission and discharge records from a hospital at district level or higher (if there is an accident or illness) or certification from the Commune People's Committee where the candidate resides (if there is a special unexpected event); the high school's proposal for special consideration for graduation and documentation proving academic performance and conduct in grade 12.

(2) Learners belonging to the categories specified in Article 19 of the Regulations who are eligible for the exam can be specially considered for high school graduation if they incur an accident, illness, or special unexpected event after completing at least one exam and cannot continue the remaining exams or voluntarily take the remaining exams after the accident, illness, or special unexpected event.

- Conditions: The exam scores for the completed subjects must be 5.0 or higher; academic performance in grade 12 must be at least average, and conduct must be at least good;- Documents include: A proposal for special consideration from the candidate; hospital admission and discharge records from a hospital at district level or higher (if there is an accident or illness) or certification from the Commune People's Committee where the candidate resides (if there is a special unexpected event) and documentation proving academic performance and conduct in grade 12.

(3) Athletes who are eligible can be specially considered for high school graduation according to the provisions in Article 5 of Decree 36/2019/ND-CP.

Additionally, the procedures are as follows:

No later than 7 days after the last exam session, candidates must submit the special consideration dossier to the head of the unit where they registered. The head of the unit where the candidate registered is responsible for collecting and transferring the special consideration dossier to the Department of Education and Training;

The council for recognizing high school graduation reviews and decides on special consideration for candidates based on the dossier and provisions in Clauses 1 and 2 of Article 41 of the Draft Circular on High School Graduation Exam Regulations 2025.
